In recent years, with the large number of young and middle-aged people in rural areas going out to work, the problem of left-behind elderly people in rural areas has become increasingly prominent, especially in the need for elderly care and dining services. In this context, Chen Baochao, a deputy to the National People's Congress, put forward a series of targeted suggestions, aiming to promote the construction of the rural pension service system and alleviate this social problem.

Chen Baochao's field research in Baiyunshan Village, Sanyizhai Township, Lankao County, Henan Province, found that most of the rural elderly care service facilities are established through the renovation of village houses or courtyards that are no longer in use, but these facilities have obvious deficiencies in the transformation and later maintenance of the elderly. In addition, the elderly in rural areas generally lack a stable economy**, which makes them face greater economic pressure and find it difficult to afford the cost of institutional pension.

Chen Baochao further pointed out that the problem of dining for the elderly in rural areas, especially the left-behind elderly, is particularly severe. Taking Baiyun Mountain Village as an example, the proportion of elderly people over 60 years old has reached 193%, but due to limited mobility and the fact that their children are out of the home, this group often lacks the necessary care, resulting in their diet becoming a major problem.

In response to the above problems, Chen Baochao put forward a proposal to strengthen the carrier of rural pension services, advocating increasing financial investment and supporting the establishment of collective elderly apartments and other pension facilities, so that the elderly can enjoy better pension services in the village or nearby. At the same time, he also suggested improving the coverage and operational efficiency of restaurants for the elderly, and increasing the convenience of dining for the elderly in rural areas by using idle state-owned buildings and encouraging the participation of social capital.

In short, through the implementation of these measures, it aims to provide a more convenient and comfortable living environment for the left-behind elderly in rural areas, so as to effectively improve their pension and dining conditions and ensure their basic living needs. The proposal and implementation of these suggestions not only solve the practical problems of the elderly in rural areas, but also provide a useful reference for the construction of China's rural pension service system.
