At the two sessions of the National People's Congress this year, Zhou Yuan, a member of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), founder and CEO of Zhihu, brought a "Proposal on Promoting the Rapid Development of New Quality Productivity with the Supply of High-quality Skilled Talents" based on industry experience and personal accumulation.
When interpreting this concept, Zhou Yuan believes that the source of new quality productivity is scientific and technological innovation, the foothold is industrial upgrading, and the key factor is talent support. In order to speed up the formation of new quality productive forces, it is necessary not only to have "high-precision, sophisticated, and cutting-edge" scientific and technological personnel, but also to have a large number of high-quality technical and skilled personnel, craftsmen of great powers, and skilled craftsmen. So, how can high-quality skilled talents promote the development of new quality productivity?
According to data from the National Bureau of Statistics and the Human Resources and Social Security Bureau, as of the end of 2022, the employed population in the country was about 73.4 billion, of which the proportion of employed persons in the tertiary industry continues to rise, approaching 50%, that is, more than 3500 million people.
In Zhou Yuan's view, just like the "new farmers" who have emerged in recent years, a group of "new workers" is being born in China's working population. They are highly educated, scientifically and culturally literate and professionally experienced and skilled workers, engaged in advanced manufacturing and tertiary industries, and living in urban areas, with an estimated size of 400 million people.
Specifically, in the face of fierce market competition, the "new professionals" group has a strong motivation to continuously learn and update their professional experience and skills, and has higher expectations for realizing the value of life. In his proposal, he stressed that carefully studying the characteristics and demands of this new group and providing more targeted vocational skills improvement services for "new professionals" is an important engine to help China transform from a demographic dividend to a talent dividend, stimulate future industrial development and form a new quality of productivity.
To this end, Zhou Yuan put forward three suggestions.
The first is to clarify the functional positioning and improve the lifelong vocational skills improvement mechanism of the "new professionals" group. First of all, it is necessary to formulate a scientific and systematic plan for the lifelong training and development of vocational skills.
