At about 16:40 local time on March 2, Li Hui, China's ** special representative for Eurasian affairs, flew from Beijing to Moscow, the capital of Russia, to start the second round of shuttle diplomacy on promoting a political settlement of the Ukrainian crisis. During his first stop in Russia, he will hold a meeting with Russia.

As planned, Ambassador Li Hui will visit Russia, EU headquarters, Poland, Ukraine, Germany and France from March 2 to build consensus among all parties and contribute China's wisdom to the political settlement of the Ukraine crisis.

As for why China chose to carry out a new round of shuttle diplomacy at this time and China's expectations for this visit, Chinese spokesman Mao Ning said at a regular press conference held on February 28 that it has been two years since the comprehensive escalation of the Ukraine crisis, and the war is still prolonging. Over the past two years, we have never given up our efforts to persuade peace, and we have never stopped promoting talks. China has had in-depth communication with other countries, including Russia and Ukraine, and has played a constructive role in addressing the crisis. China has issued China's Position on the Political Settlement of the Ukraine Crisis and sent a special envoy to mediate, but China has not stood idly by, added fuel to the fire, and has not profited from it.

Mao Ning stressed that everything we do leads to one goal, that is, to end the war, build consensus, and pave the way for peace talks. We will continue to play our unique role in carrying out shuttle diplomacy, building consensus among all parties, and contributing China's wisdom to the political settlement of the Ukraine crisis.

On February 24, 2023, on the occasion of the first anniversary of the full-scale escalation of the Ukraine crisis, China formulated and released the document "China's Position on the Political Settlement of the Ukraine Crisis", which comprehensively and systematically explains China's basic positions and propositions. The document covers 12 aspects, including respecting the sovereignty of all countries, abandoning the Cold War mentality, ceasefire and ending hostilities, initiating peace talks, resolving humanitarian crises, protecting civilians and prisoners of war, maintaining the safety of nuclear power plants, reducing strategic risks, ensuring food exports, stopping unilateral sanctions, ensuring the stability of industrial chains, and promoting post-war reconstruction.

In May of the same year, Li Hui, China's special representative for Eurasian affairs, launched the first round of shuttle diplomacy, visiting Ukraine, Poland, France, Germany, the EU headquarters and Russia from May 15 to 26, and conducted extensive contacts and exchanges with all parties on the political settlement of the Ukraine crisis. This visit is also the first time that China has sent a special delegation to a relevant country to carry out diplomatic work on the political settlement of the Ukraine crisis. During the visit, Ambassador Li Hui elaborated on China's position and propositions with leaders of relevant countries and heads of foreign affairs departments, and listened to the opinions and suggestions of all parties to build more international consensus. All parties fully affirmed China's positive role in promoting peace talks, and looked forward to China's continued constructive influence.

In February this year, Chinese Minister Wang Yi met with Ukrainian Foreign Minister Kuleba on the sidelines of the Munich Security Conference, and expounded China's principled position on the Ukraine issue, stressing that China adheres to the political settlement of hotspot issues, persists in promoting peace talks, does not add fuel to the fire, does not take the opportunity to make profits, and does not cause "lethality" to conflict areas or conflict parties. Wang Yi stressed that China will continue to play a constructive role in ending the fighting and rebuilding peace as soon as possible. Even if there is only a glimmer of hope for peace, China will not give up its efforts.
