Miao Wei introduced that one bill focused on the frequent occurrence of cybercrime, and Miao Wei suggested improving the legal system for the prevention and control of cybercrime in China, from prevention, control to correction, to ensure network security in an all-round way, and create a safer and clearer cyber environment for the public and enterprises.
In addition, the 8 recommendations focus on the construction of computing infrastructure, the improvement of the health system, the dual carbon strategy, and regional economic development. In the past few years, China's computing infrastructure construction has experienced a stage of rapid development, and the scale of computing power has approached one-third of the world's. In this period, high-quality development will be the next stop in the evolution of computing power. In October 2023, the Ministry of Industry and Information Technology and other six departments jointly issued the Action Plan for the High-Quality Development of Computing Infrastructure, proposing key tasks such as improving the comprehensive supply system of computing power and deepening the application of computing power to empower industries, pointing out the direction for the evolution of computing power.
Therefore, under the framework of top-level planning at the national level, I suggest that the unified scheduling and overall planning of computing power across the country should be further strengthened to realize the efficient use of computing resources, and further strengthen the construction of carrying capacity and storage capacity to meet the actual market demand in the process of computing power scheduling. At the same time, we will strengthen the construction of an open computing power ecosystem, build an open and compatible intelligent computing industry ecosystem, encourage in-depth cooperation and exchanges between domestic and foreign enterprises, research institutions, and developers, and form a new pattern of open cooperation. At present, cybercrime is frequent and high, and it is imperative to formulate the "Cybercrime Prevention and Control Law". With the introduction of the "Law on the Prevention and Control of Cybercrime", the legal system for the prevention and control of crime will be further strengthened and improved, and the efforts of legislation, education, and all sectors of society will be coordinated to strengthen the crackdown on cybercrime, protect the security and stability of cyberspace, and safeguard the public interest.
After several investigations and visits to the Constitution and Law Committee of the National People's Congress, the Guangdong Provincial High People's Court, the Sichuan Court, provincial and municipal people's congress organizations, public security, procuratorate and law departments, and through in-depth investigation and research, extensive solicitation of opinions, and repeated revisions and improvements, the results of extensive investigation and research have been condensed, mainly including the definition of cybercrime, prevention and control in advance, control during the event, correction after the fact, international cooperation, juvenile crime, legal responsibility, and other content. Among them, what is more innovative and advancing with the times is the definition of new types of cybercrimes, the setting up of a special chapter on juvenile crimes, and the establishment of special cybercrime investigation agencies, etc., to protect the legitimate rights and interests of the people.
At the same time, I have put forward two proposals in the field of health technology assessment this year, mainly in the hope of solving the problems existing in the current health technology assessment, including the lack of uniformity in evaluation standards.
1. The assessment results are not objective and the assessment process is not transparent, which may lead to problems such as unreasonable allocation of health resources and low quality of medical care, affecting the health and well-being of the people.
Emphasizing the role of independent third parties in carrying out health technology assessment research, it is mainly based on the impartiality, objectivity, professionalism and technical nature of independent third parties, and the use of scientific methods and standards for evaluation, so as to ensure the objectivity and credibility of assessment results and avoid conflicts of interest and bias. At the same time, the independent third party also plays the role of a bridge and link, which can promote the communication and coordination between the first department, medical institutions, patients and other parties, and promote the sustainable development of health technology assessment. Therefore, I suggest that independent third parties should be encouraged and supported to carry out health technology assessment research, establish and improve relevant laws, regulations and institutional systems, strengthen the application and promotion of assessment results, and promote the standardization and professional development of health technology assessment.
In addition, there are suggestions on promoting the dual carbon strategy. As a new engine of China's economic development, the Guangdong-Hong Kong-Macao Greater Bay Area is facing the challenge of how to achieve green and low-carbon transformation, high growth rate and high quality synergy in the midst of rapid development. The Guangdong-Hong Kong-Macao Greater Bay Area has an active economic development, strong scientific and technological innovation capabilities, a high degree of openness, and green and low-carbon development and related work are at the forefront of the country.
As Guangdong, Hong Kong and Macao are facing problems such as large volume, many industries, and difficult coordination, I propose in my proposal to establish regional energy planning, strengthen regional cooperation, increase efficiency and carbon reduction mechanism, promote institutional innovation, establish a unified carbon emission accounting caliber, try to use carbon sinks and other ecological compensation methods to solve the problem of unbalanced and insufficient development in the east, west and north of Guangdong, and establish a model for our Bay Area in achieving the national and global "double carbon" goals.
In addition to the above suggestions, in terms of promoting regional economic development, I believe that including the Guanghe high-speed railway in the medium and long-term railway network planning in the new era or the national railway "14th Five-Year Plan" construction plan, and promoting the early start of construction of the project, can promote the high-quality economic development of the regions along the line.
