As an important part of new energy, the safety and reliability of batteries have attracted much attention. In order to ensure the compliance and quality of battery products in the market, China has implemented the battery 3C certification (China Compulsory Product Certification).
3C Certification Introduction:
3C certification is a compulsory product certification system implemented in China to ensure consumer safety and maintain market order. "3C" stands for "China Compulsory Certification". The system is implemented in accordance with the Compulsory Product Certification Law, aiming to strengthen the supervision of specific products and ensure that the safety, health and environmental protection of products comply with national mandatory standards and technical specifications.
The goal of 3C certification is to protect the rights and interests of consumers, prevent low-quality and unsafe products from entering the market, reduce accidents and safety risks, and maintain social stability and order. Through 3C certification, consumers can choose products that meet the standards with more confidence, while enterprises can improve product quality and competitiveness, and improve the market recognition of products.
Reform the management system of the electronic and electrical industry, and revise the CCC certification rules for lithium-ion batteries and battery packs. The main contents are as follows:
1.Notice of Policy Adjustments:
1.1. The General Office of the State Council issued the "Opinions on Deepening the Reform of the Management System of the Electronic and Electrical Industry", which stipulates that lithium-ion batteries, battery packs and mobile power supplies should be included in the compulsory certification management.
1.2. Portable electronic devices, lithium-ion batteries and battery packs within the scope of application of this rule will soon be subject to CCC certification management. After the release of the new CCC catalog, CQC will no longer issue the corresponding CQC voluntary certification certificate.
2.Key elements of the rule revisions:
2.1. The certification standard is modified from GB31241-2014 to GB31241-2022, and the CQC1161-2022 standard is deleted.
2.2. Adjusted the division requirements and sample delivery principles of the certification unit.
2.3. The time for the second inspection after the renewal of the certification mode and 3 certificates is adjusted to 6 months after the certification.
3.Implement the requirements of the new version of the standard:
3.1 Between March 1, 2023 and December 31, 2023, companies can voluntarily choose to certify under the old and new standards.
3.2 From January 1, 2024, CQC will adopt the new standard to implement certification, and will no longer issue the old standard certification certificate.
3.3. For products that have been certified according to the old standard, the certification certificate holder can voluntarily submit an application for the conversion of the certification certificate of the new standard and complete the relevant testing work, which should be completed before December 31, 2024 at the latest, and the certification certificate that has not completed the conversion within the time limit will be suspended or revoked.
3.4. For certified products that have been shipped and put on the market before December 31, 2023 and are no longer produced, there is no need to convert the certificate.
Battery 3C certification basis, GB31241-2022 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products".
GB31241-2022 "Safety Technical Specification for Lithium-ion Batteries and Battery Packs for Portable Electronic Products" is a mandatory national standard in China, which aims to ensure the safety of lithium-ion batteries and battery packs in portable electronic products. This standard mainly stipulates the following:
1.Safety requirements for batteries and battery packs: The standard specifies the requirements for safety, reliability, durability, environmental adaptability, etc. of lithium-ion batteries and battery packs, including visual inspection, safety structure, electrical performance, environmental adaptability, signs and warnings of batteries and battery packs;
2.Test methods and evaluation procedures: The standard specifies the test methods and evaluation procedures for batteries and batteries, including test conditions, test procedures, evaluation procedures, etc., to evaluate the safety and performance of batteries and batteries;
3.Safety requirements and test methods: This standard specifies the safety requirements and test methods for lithium-ion batteries and battery packs during charging, discharging, storage, transportation and use to ensure the safety of batteries and batteries under various environmental conditions;
4.Identification, packaging, transportation, and storage requirements: The standard specifies the identification, packaging, transportation, and storage requirements for lithium-ion batteries and batteries to ensure the safety and reliability of batteries and batteries during circulation and storage.
Specific steps for battery 3C certification:
1.Determine the certification category: First, the company needs to determine the certification category of the battery product. According to the product type, use and applicable standards, determine whether it is a compulsory certification scope or a voluntary certification scope;
2.Submission of application materials: The enterprise submits application materials to CQC, including product specifications, technical specifications, test data, etc. The certification center evaluates whether the product meets the certification requirements based on these materials;
3.Product testing: Send the product to the laboratory for testing, including electrical performance, environmental adaptability, safety, etc. The test results will be used to assess whether the product meets the requirements of the mandatory standards;
4.Audit and evaluation: The certification center will review the application materials and test reports to ensure that the products meet the requirements of relevant standards and regulations. If the product is qualified, the next certification process will continue;
5.Factory inspection: The certification center sends auditors to conduct on-site inspections of the production facilities and quality management system of the production enterprises to ensure that the products meet the specified production standards and quality requirements;
6.Issuance of certification certificate: If the product passes all tests and audits, the certification center will issue a 3C certification certificate to the enterprise to allow the product to be legally sold in the market;
7.Indicate the certification mark: Battery products that have obtained 3C certification need to indicate the CCC certification mark on the product. This mark is an important mark of 3C certification and is used to show that the product meets the highest quality standards.
Notes:
1.Prepare in advance: To speed up the certification process, it is important to have the relevant documents and test reports ready in advance;
2.Compliance advantages: Obtaining 3C certification will increase the competitiveness and credibility of the product in the market, making consumers more willing to buy your products;
3.Keep it updated: Since the 3C certification is valid for 5 years and needs to be done once a year, please ensure that the product always meets the 3C certification requirements.
