The proposal on gradually lifting the ban on straw burning and developing ecological recycling agriculture was put forward by Xu Songxiang, a deputy to the National People's Congress, and others. They pointed out that since 2008, China has implemented a policy of banning the burning of straw, which has made some achievements in the use of straw waste, especially in the use of crop straw to develop cattle and sheep raising. Through the return of farm straw to the field through the belly of cattle and sheep, and then the use of cow and sheep manure as organic fertilizer to return to the field, a virtuous circle of ecological agriculture has been formed. However, this policy has also had some negative effects. The long-term ban on burning straw has led to the failure to burn crop pathogens, insect eggs, and weed seeds, which have spread rapidly in farmland, resulting in the growth of diseases, insects, weeds and weeds in some farmlands, and wild weeds are overgrown. In addition, due to the return of all the straw to the field, the soil layer is not solid, which is not conducive to water storage and moisture conservation, which affects the growth of crops, and then leads to a significant decline in crop yield and quality.
Therefore, Xu Songxiang and other deputies to the National People's Congress put forward the following suggestions:
1.Continue to increase support for the reuse of high-quality and high-yield wheat, corn and soybean farmland straw. These crops not only have high yields and a lot of straw, but also have good straw quality and are the best forage for the animal husbandry industry, so certain financial support should be given for the development of modern scale aquaculture.
2.There is a planned, step-by-step, and purposeful ban on straw burning, so as to prevent chaos as soon as it is released, causing disasters and causing losses.
3.Strengthen the popularization and learning of ecological recycling agriculture knowledge, and promote the rapid and efficient development of modern agriculture.
