**Asset Disclosure System: The Road to Integrity from a Global Perspective.

250 years ago, Sweden set a precedent by becoming the first country in the world to require the disclosure of assets, which happened in 1776. Subsequently, this practice was gradually accepted and implemented by countries around the world. In 1883, the British Parliament passed laws aimed at purifying elections and preventing corruption, marking the gradual spread of the ** asset disclosure system in Europe. In the 20th century, the influence of this system grew, and in 1988, India also embarked on the road of asset disclosure and passed the Prevention of Corruption Act. And in 2007, on his first day as UN secretary-general, Ban Ki-moon disclosed his assets to the world, adding an important international example to the practice. In 2012, Vietnam joined the ranks with the passage of the Anti-Corruption Law.

However, 60 of the world's 198 countries still do not have this system, although many major and important countries, including countries with large populations and similar ideologies such as Vietnam, as well as culturally similar countries such as Japan and Singapore, have adopted the system of asset disclosure. This trend has put unprecedented pressure on us, especially when some oppose similar bills on the grounds of protecting **privacy, a view that has clearly become out of touch with the thinking of the Swedes 250 years ago.

In our country, proposals on the disclosure of ** property have been repeatedly rejected, and some proposers have even lost their qualifications as representatives. This reflects the reality that there is a widespread and significant discrepancy between actual property and legal income. The key to solving this problem lies in institutional innovation and fundamental change. Through top-level design and systemic reform, as in the reform and opening up of the land system in history, we need a self-revolution to ensure the smooth passage and implementation of the system.

If we continue to ignore the need to implement a system of asset disclosure, the anti-corruption work will always be in a state of disorder and stagnation. Failure to move forward with this system will not only put us on the same side as some lagging countries, but will also have a negative impact on national image and soft power, and seriously hamper our ability to lead on a global scale.

Therefore, promoting the system of asset disclosure is not only the need of the anti-corruption struggle, but also a key step to improve the level of national governance and enhance the international image and soft power. Through such institutional innovations and fundamental changes, we will not only be able to effectively combat corruption, but also demonstrate our country's strong commitment to transparent, fair and efficient governance, thereby setting a new image and benchmark on the global stage.

It is imperative to publish ** property.

In our country, the civil service is the cornerstone of the people's trust and dependence. However, in recent years, some corruption cases have aroused widespread concern about the disclosure of assets. In the face of these problems, it is necessary for us to face up to the reality and actively promote the construction of the first-class property disclosure system to ensure the purity and credibility of the civil service.

1. The necessity of property publicity.

1.Increase transparency. Property disclosure helps to improve the transparency of decision-making, implementation, and supervision, so that power can operate under the sun. Publicizing the property status and letting the public know the income and property status of public officials is conducive to eliminating suspicion and enhancing mutual trust between the government and the people.

2.Curbing corruption. Corruption is an aggravator of social contradictions, seriously harming national interests and social fairness. Property disclosure can form an effective supervision mechanism, so that the company can consciously restrain its own behavior and reduce the occurrence of corruption, so as to maintain social fairness and justice.

3.Maintain social stability. Disclosure of assets helps to eliminate the idea of privilege and enables all levels of society to be treated fairly. Fairness and justice are the cornerstone of social stability, and the disclosure of assets is conducive to narrowing the gap between the rich and the poor and promoting social harmony.

Second, the construction of the property publicity system.

1.Establish a system for asset declaration. Requirements** Regularly declare the property status of individuals and families, including income, real estate, vehicles, investments, etc. The content of the declaration should be detailed, true and comprehensive to facilitate audit and supervision.

2.Improve the asset review mechanism. Establish a special property review agency to verify the status of declared assets. For those who make false declarations and conceal assets, they must be held accountable in accordance with the law.

3.Strengthen information disclosure. The state of the property that has been reviewed shall be disclosed and subject to social supervision, except in special circumstances such as involving state secrets and personal privacy.

4.Establish incentive and punishment mechanisms. For those who consciously declare and publicize their assets, they will be given certain rewards; Those who do not declare and publicize in accordance with the provisions shall be punished, and violations of discipline and law shall be seriously investigated and punished.

5.Strengthen legislative safeguards. Through the revision of the "Civil Servants Law" and other relevant laws and regulations, it provides a legal basis for the disclosure of assets and ensures the implementation of the system.

3. Promote the practical exploration of the disclosure of assets.

1.Strengthen publicity and education. Intensify the publicity of the first-class property publicity system, so that the majority of civil servants fully understand the importance of public property and establish correct values.

2.Carry out pilot work. In some regions and departments, we will carry out pilot projects for the disclosure of assets, summarize experience, and gradually promote it to the whole country.

3.A resultant force is formed. The National People's Congress, the Chinese People's Political Consultative Conference, discipline inspection and supervision and other departments should work closely together to jointly promote the implementation of the property disclosure system.

4.Strengthen social supervision. Give play to the role of supervision, encourage the active participation of the public, and form a strong atmosphere of social supervision.

In short, the disclosure of assets is an effective way to maintain social fairness, curb corruption, and improve transparency. Under the new historical conditions, we must actively promote the construction of the first-class property disclosure system with a highly responsible attitude to the party, the people, and history, and contribute to the construction of clean politics and the modernization of national governance.
