Li Yu'an was born in Gushi Village, Lingyang Town, Linxian County, Henan Province (now Linzhou City) in 1936. In 1951, in response to the call to resist US aggression and aid Korea, he resolutely joined the Chinese People's Volunteer Army and was wounded in the battle on the front line of the 38th parallel. Later, he was taken to the Shenyang Field Hospital, where he was in a coma for forty-five days before he woke up. In the autumn of 1954, Li Yu'an returned to his original unit as a deputy squad leader and was sent to Xinyang Army Academy to study Xi. After graduation, he was promoted to cadre and elected as a member of the party committee of the college. He joined the Communist Party of China in 1956.
