Recently, the Reform Office of the Guangdong Provincial Party Committee organized the collection of more than 300 typical cases of new rural collective economy from all over the province, and after multiple rounds of screening, 20 typical cases of developing a new type of rural collective economy were selected and released. Among them, two cases in Maoming were selected, and the case of "Linking the Collective Economic Benefits of Exploration Villages with the Reward and Treatment of Village-level Cadres in Dianbai District" (hereinafter referred to as the "Reward Linking Mechanism for Village Cadres") was among them.

Entering the stage of comprehensively promoting rural revitalization, the development of village-level collective economy cannot only rely on policy-oriented and supportive project construction, but needs to focus on enhancing the hematopoietic function of the project and improving the endogenous development capacity. The key to this is naturally the innovation of the mechanism.

Strengthen the standardized management of the collective "three capitals", carry out the clean-up and rectification of the contracts of collective economic organizations, fully implement online transactions for the "three capitals", vigorously develop farmers' economic cooperation organizations, and implement the mechanism of rewarding village cadresIn recent years, these measures have been effectively implemented in various towns and villages in Dianbai District, and the results have begun to show.

In 2022, Dianbai piloted the village cadre reward linkage mechanism in three towns, Lintou, Guanzhu and Shalang, becoming the first area in Maoming City to implement the mechanism. In that year, a total of 24 villages in the three pilot towns achieved positive year-on-year growth in collective economic income. On June 29 this year, Dianbai District carried out collective economic income dividends for the first time for villages that implemented the village cadre reward linkage mechanism. On the same day, Dianbai also officially issued an implementation plan to fully implement the reward linkage mechanism for village cadres.

The core content of the mechanism for rewarding village cadres is to take out a certain proportion of funds from the year-on-year increase in the income of the village collective economy in the previous year, and reward the cadres of the "two committees", reserve cadres, village (resident) group leaders, and members of economic cooperatives according to their contributions to the development and expansion of the village-level collective economy, so as to explore and solve the problems of village cadres "doing and not doing, doing more and doing less, and doing good and bad". The reward mechanism highlights the clear orientation of "doing more and getting less, doing less and getting less", and according to the method of incremental withdrawal, there will be no cap on the reward funds for village-level collective economic benefits, so as to stimulate the initiative and work enthusiasm of village (community) cadres to the greatest extent and activate the endogenous power of village-level collective economic development.

The village collective economy has grown, and the performance rewards of village cadres have also been raised. This kind of interlinked performance plan not only boosts morale, but also motivates village-level cadres to take more initiative. "Some village cadres in the pilot villages believe that after the implementation of the village cadre reward linkage mechanism, everyone has more momentum to start a business, which is a two-way incentive.
