In 1964, as the first party secretary and the first political commissar of the 139 Field Hospital, together with the president Li Kecheng, he led the pioneers of the 139 Hospital to work hard and self-reliantly in Mengla County, the southwest border of the motherland. In 1968, he personally led the First Medical Institute to go abroad to Namo, Laos to establish a medical center, and undertook the task of aiding the medical security of the old road construction. At the end of 1969, he was transferred from the 139th Field Hospital to serve as the political commissar of the engineering regiment of the direct supply department. He retired in 1993 and died in June 2013 at the age of 86 at the Kunming North Campus Rest House.

When we enlisted in the army, political commissar Zhang Siming went to the "Cultural Revolution Study Class" of the military region, and as a result, the political commissar of the 139 hospital was always empty. In 1964, under the instructions of the ** Military Commission, the troops of the Kunming Military Region quickly entered a state of emergency combat readiness, and according to the decision of the ** at that time, 139 hospitals were established in Mengla County, Yunnan Province, Kunming Military Region (because the border between China and Laos is nearly 700 kilometers critical, and most of them are in Mengla County), and the administrative and medical personnel of the hospital were dispatched by the Kunming Military Region in principle. The Wuhan Airborne Force dispatched medical personnel, which was an emergency order at the time, and all personnel who received the transfer notice should arrive in Mengla County on August 2. At that time, when the transportation was extremely inconvenient, and the army marched by train, car, horse-drawn carriage, and on foot, every cadre and soldier arrived ahead of schedule, and no one was late.

Mengla County has a large land area, sparse population, nearly 40,000 people, belongs to multi-ethnic residence, the population is more Dai nationality, restricted by geography, climate and other conditions, the local grain output is low, the ration is insufficient, the main vegetables are water spinach, the staple and non-staple food are all supplied by the mainland. At that time, the hospital was only selected when people arrived, and there was no medical location or funds, so they had to temporarily live in more than 20 simple rooms of the mobile company of the 11th Frontier Regiment. These thatched houses were dilapidated and ventilated on all sides, and under the condition that there was a blue sky as a companion and loess under their feet, the logistics department of the military region gave the hospital 700 yuan for the construction of the hospital. Under the leadership of the president and political commissar, all the cadres and soldiers divided into several groups to go up the mountain to cut grass, cut bamboo, and cut timber, and built simple houses.

Due to the urgency of the war situation in Southeast Asia at that time, the flames of war had burned to the gate of the motherland, and the higher authorities attached great importance to the Mengla area, and five deputy commanders of the General Staff Headquarters successively inspected Mengla County, gave instructions to the military cadres stationed in the county, reported on the current situation and tasks, and explained the important position and role of the 139 hospitals stationed in Mengla County to the situation in Southeast Asia. The director and political commissar of the General Logistics Department also inspected the work of the 139 Hospital and made a speech. The head of the military region also visited the hospital many times, with the aim of making all the cadres, soldiers, and workers of the hospital aware of the importance and urgency of the establishment of the 139 hospital in Mengla County, a border defense county, to Southeast Asia. The staff of the whole hospital clearly expressed their determination to complete their tasks in accordance with the instructions of the chief, be a good representative of the great motherland, fulfill their internationalist obligations, and win glory for the party, the country and the country. After working day and night, the hospital staff spent more than 50 days mowing grass, cutting bamboo, cutting wood, digging pits, laying foundations, planting piles, building houses, and making beds from the mountains. In order to meet the needs of jungle warfare in the first belt, in this environment of high mountains and dense forests, deep and turbulent water, serious pests, and epidemics of infectious diseases and plagues, we have paid attention to camping training and training, and carried out field surgery, handling and treatment of the wounded, and rescue of the critically wounded. We have also often sent medical teams to the troops to make medical rounds to serve the local people, thus enhancing friendship with friendly and neighboring units and harmonizing the relationship between the military and the government and between the army and the people.

At the beginning of 1965, Zhong Shanche, President of the General Hospital of Kunming Military Region, led experts and doctors from various departments and medical backbones to our hospital to preach, help and guide us on how to strengthen medical technology management and business construction, and solve complex problems encountered in medical treatment. I still remember the fact that in 1966 the Ministry of Health of the General Logistics Department held an on-site meeting in the 139 hospital. After Zandong**, its leaders made a special trip from Beijing to 139 Hospital to express their gratitude. But at that time, it was very secretive, and I saw only one party secretary of the hospital, and they gave me a pocket-sized "** Quotations".

During my work in 139 Hospital, the higher authorities went to the hospital many times to assess and inspect the leadership team of the hospital and the overall construction of the hospital, and they all determined that our leadership team was united, good in learning, good in style, good in service, good in hard work, diligent and thrifty in building the hospital, there were no accidents, no violations of law and discipline, and the achievements were relatively outstanding, and it was a good team and a good collective. Every time we visited, Political Commissar Zhang was with us, very cordial, very kind, and very philosophical. The information he introduced was compiled into a manuscript with a little collation. Once, when we got a certain company to gnaw hard bones in the project and win the most difficult project, we wanted to go to the field to understand the situation. At that time, the commissar was suffering from a cold and fever, and he said, "I will go with you." We dissuaded: "Commissar, you have a high fever, let's just go ourselves." Political Commissar Zhang said: "What is this illness?In 1968, I took a family abroad to Namo, Laos, there was no road, we cut down trees and opened up roads, and it was pouring rain, and I had a high fever of 39 degrees Celsius5, so I still took everyone away."
