In order to implement the decision-making and deployment on deepening the reform of the oil and gas market system and accelerate the construction of "one national network", the National Development and Reform Commission recently issued the "Notice on the Approval of Inter-provincial Natural Gas Pipeline Transportation" (hereinafter referred to as the "Notice"), which approved the inter-provincial natural gas pipeline transportation operated by the National Oil and Gas Pipeline Network Group for the first time.
The notice clarified the inter-provincial natural gas pipeline freight rates in the northwest, northeast, central and eastern parts of the southwest price area, and required the National Petroleum Pipeline Network Group to calculate and determine the specific pipeline transportation according to the freight rate of each price area and the transportation distance between the import and export of natural gas, and make it public to the public.
This is the first time that the price has been set since the reform of the operation mechanism of the natural gas pipeline network, and it is also the first time that the state has approved the inter-provincial natural gas pipeline transportation according to the "one district, one price". After the approval, the freight rate of the inter-provincial natural gas pipelines operated by the National Petroleum Pipeline Network Group has been greatly reduced from 20 to 4, building a relatively unified freight structure, breaking the division of the operation of the pipeline network with too many freight rates, which is conducive to realizing the interconnection and fair opening of pipeline network facilities, accelerating the formation of "one national network", promoting the free flow of natural gas resources and market competition, and helping the high-quality development of the industry.
