On May 25, 1939, the CCP sent another telegram to the Executive Committee of the Comintern: "Our financial situation is extremely difficult and we are in a state of crisis. We've run out of money. There is no funding for the work of the party, newspapers and periodicals, schools, hospitals, etc. In addition, there is a drought in our region and we face the threat of hunger. Therefore, I kindly ask you to provide us with urgent assistance. In July of the same year, the CCP sent another telegram to the Executive Committee of the Comintern: "It is becoming more and more difficult to replenish the personnel, food, ammunition and other materials of our troops. The expenses of our army, including the expenses of party organizations and schools, should not be less than 5 million yuan per month, while the Kuomintang paid 600,000 yuan per month to the Eighth Route Army and 130,000 yuan to the New Fourth Army, with a monthly shortage of 4.27 million yuan.
Our army also does not receive a timely replenishment of the minimum ammunition, that is, artillery and new military equipment, which we simply do not have. On April 25, 1940, Dimitrov made a request to Stalin for $350,000 to the CCP in 1940 based on the CCP's budget deficit, and Stalin approved $300,000 in aid. On August 10 of the same year, the CCP** confirmed receipt of US$87,410 of it. On May 16, 1941, the CCP sent a telegram to the Comintern requesting: "From January this year to the present, Chiang Kai-shek has not allocated us a penny, and we are in great financial difficulties, please allow us to allocate a total of $1 million this year." On July 3 of the same year, the Politburo of the Communist Party of Brazzaville resolved: "To allocate $1 million to the Comintern to aid the Communist Party of China."
On September 29, 1941, in order to establish an intelligence agency, the Chinese Communist Party sent a telegram to Dimitrov, requesting the Comintern to "provide 500,000 US dollars, 60 sets of materials for equipping small mobile radio stations, other radio communication equipment, and materials and tools for blasting operations."
It should be confirmed that before the outbreak of the Soviet-German war on June 22, 1941, the economic assistance provided by the Communist Party of China (Brazzaville) and the Comintern to the CCP, the Eighth Route Army, and the New Fourth Army was the main international foreign aid at that time.
