Liu Fuyan said that under the situation of high penetration of new energy and wide access to the power system of new loads, deepening theoretical and technological innovation to support the safe and efficient operation of the power system and ensure the security and stability of national energy and power has become more and more significant. How to dig deep into the potential of flexible resources, help optimize distribution network investment, and promote the high-quality development of new distribution networks, Ying Qi, research director of the Asset Evaluation Center of State Grid Zhejiang Economic Research Institute, put forward four suggestions:

Based on the typical behavioral characteristics of diversified types and scenarios of flexible resources, the information data of flexible resources are mined, and the multi-type and multi-scenario potential measurement methods of flexible resources are designed, and the interactive response ability of multiple flexible resources is comprehensively evaluated, so as to comprehensively and deeply explore the potential and value of flexible resources.
Second, it is necessary to consider the flexibility of resources and optimize the planning of the distribution network. From the perspective of flexible resource coupling, the characteristics of flexible resource penetration are integrated, the value of resource coupling and flexible interaction are improved for the planning of new distribution network systems, the analysis methods of power balance and power balance are innovatively constructed, the layout optimization technology of distribution lines is designed, and the overall consideration of distribution network planning is deepened and improved.
Third, it is necessary to optimize the investment in the distribution network with multiple objectives. Taking into account the three-dimensional goal of "safety-economy-low-carbon", relying on the goal-driven of distribution network investment projects, combined with investment capacity and quota constraints, integrating the comprehensive effect of distribution network investment project portfolio optimization and value-driven, the distribution network investment project portfolio optimization model is constructed, which effectively reflects the goal-oriented and constraint scenarios of distribution network investment projects, and provides technical guidance and decision-making reference for scientific decision-making investment project portfolio schemes.
Fourth, it is necessary to customize the evaluation of the investment effectiveness of the distribution network. Comprehensively considering the differences in the implementation of distribution network input and output driven by the diversified development of flexible resource elements, relying on the distribution network portrait classification technology, the distribution network investment effectiveness evaluation index is condensed, the distribution network input-output effectiveness evaluation model is established, and the closed-loop management system of distribution network portrait differentiated investment effectiveness evaluation is constructed, so as to form a new type of distribution network investment key link optimization and support technology with the goal of optimizing and improving distribution network investment under flexible resource coupling.
Liu Fuyan also introduced that the institute has innovatively built a distribution network investment integration optimization system of "flexible resource identification and evaluation - coupling planning optimization - project portfolio optimization - investment effectiveness evaluation", which technically identifies and evaluates the potential of flexible resources, optimizes the distribution network planning under the coupling of flexible resources, economically balances the three-dimensional constraint of "safety-economy-low carbon", proposes a closed-loop management system with multi-objective optimal investment strategy and effectiveness evaluation, and integrates technology and economy to help improve the quality and efficiency of new distribution network planning and investment.
