Mongolians of the world, this evening I greet you all in the great General Sukhbaatar Square, the starting point of many historical changes.
During my more than two-year tenure as Prime Minister of Mongolia, the first half of my tenure was devoted to overcoming the pandemic and reviving the economy, and the second half was devoted to dismantling the long-standing corrupt system and carrying out fundamental reforms to the system.
Thank you to the democratic citizens of Mongolia for their participation, support and criticism of all these changes.
This year marks a new milestone without the pandemic, and the gray period of chaos, disorganization, irresponsibility and corruption known as the "transition" has come to an end in 2023.
By changing the organizational structure, in the new year we will form a council of 126 deputies in the expanded region.
I believe that this system reform will increase citizens' choices, open new doors to diversification, ensure the balance between urban and rural areas, and strengthen regional development projects, which is moving from theory to reality and bringing leapfrog development to the country.
I would like to express my sincere gratitude to Mongolia**, the Speaker of the National Assembly, the distinguished parliamentarians and the leaders of the political parties who have supported this institutional change.
2023 is a year of trying to solve many accumulated problems, and I am sorry to expose a lot of corruption problems and cause discontent in society, but believe me, this year is the beginning of the next few years without stress.
After the problem of the development bank was resolved, a total of 3.5 billion US dollars of government bonds were also included, and we also repaid the samurai bonds accumulated by Huayou in the past 12 years, and Mongolia** spent a total of 133 trillion tugriks to repay foreign debt.

Mongolia's international reputation continues to grow and it ranks among the best countries to visit for tourism. Next year, let's work together to create four seasons of tourism, diversify the economy, and actively promote our country to the world under the slogan "Into Mongolia".
The zoning policy for intensive agricultural development has been continuously strengthened, and as part of the food revolution, the amount of vegetables planted has reached 1650,000 tons, meeting 85% of the domestic **, setting a historical record.
The e-Government Index rose 18 places, with 1.7 million e-Mongolia users and 975,000 pieces of data made public as part of transparent government.
As the saying goes, "the sun of tomorrow is in the hands of good teachers", and a comprehensive legal reform of the education system has been implemented, with a greater focus on supporting the teaching profession and bringing trained professionals into line with the labor market of the future. 2024 is the year of the urban-rural balance, the start of the capital subway project, and the start of the major construction of the "Fifth Ring Road" between the provincial center and the border port, and rural revitalization and regional development have been put forward as practical policy tasks.
2024 will be a year of new tripartite negotiations with chambers of commerce and trade unions, improving the business environment, increasing investment, and supporting fair labor relations.
Although it will take time for the problem to be completely resolved, our country has undergone fundamental changes, the light of the rising sun has already illuminated the darkness of corruption and irresponsibility, and the second wave of democracy has begun.
