United Nations, 15 Dec (Xinhua) -- Zhang Jun, China's permanent representative to the United Nations, delivered a speech at the Security Council's open meeting on "Threats to Peace and Security" on 15 December, stressing that the Security Council's embargo should be accurately viewed and implemented.
Zhang Jun said that the problem of illegal trafficking, abuse and irresponsible transfer of ammunition is still serious, and it is intertwined with armed conflict, terrorism, transnational organized crime and other issues, seriously threatening international peace and security. In order to better solve the problem of light and small, China advocates:
First, we need to eliminate the root causes of proliferation. Development is the cornerstone of peace and security. The international community should help the countries concerned to enhance their capacity for sustainable development in order to solve the problem at its root. All countries should uphold the vision of common, comprehensive, cooperative and sustainable security, work for the peaceful settlement of disputes, and jointly respond to global and regional security threats through dialogue and consultation.
Second, it is necessary to strengthen the responsibilities of the countries concerned. All countries should assume the primary responsibility for the management, research and development, use, and transfer of small and light enterprises. In particular, major exporting countries should set an example by strictly managing arms exports, stopping the use of arms trade to interfere in the internal affairs of other countries, refraining from adding fuel to the fire in conflict zones, and refraining from transfers to non-state actors. The lax control of guns in some developed countries and the serious problem of gun violence not only harm their own social stability and the safety of people's lives, but also cause an increasing spillover impact, causing other countries to suffer greatly.
Thirdly, it is necessary to accurately view and implement the Security Council embargo. Gangs are rampant in Haiti and are inseparable from the illegal inflow of foreign gangs, and all countries should earnestly implement the Security Council embargo. At the same time, the original intention of the Security Council** embargo is to help the countries concerned restore national stability and normal social order, and should not hinder the countries concerned from strengthening their own capacity building. The Security Council should adjust the embargo measures in a targeted manner in light of the development of the situation, and help the countries concerned improve their own security capabilities.
Fourth, we should give full play to the role of the United Nations as the main channel. The United Nations should continue to promote the implementation of relevant international legal instruments and enhance the authority, universality and effectiveness of relevant mechanisms. The Security Council should continue to pay attention to the impact of minor issues on regional hotspot issues and provide political support for the peaceful settlement of disputes by the countries concerned.
Zhang Jun said that China has always actively participated in global governance and adopted a prudent and responsible attitude in exports. China has listed cooperation in the management and control of small and light enterprises and the implementation of the "Silence the Guns in Africa" initiative as the key cooperation directions of the Global Security Initiative. China has completed the legal procedures for ratifying the Firearms Protocol and will soon submit its instrument of accession to the Treaty. All this demonstrates China's determination and sincerity to uphold the international arms control system and support multilateralism.
Zhang Jun said that solving the problem of light and small problems is a long-term task and an important mission shouldered by the international community. China is ready to uphold the vision of building a community with a shared future for mankind, promote the implementation of the Global Security Initiative and the Global Development Initiative, make efforts to combat the illegal trafficking, abuse and irresponsible transfer of small and light enterprises, and contribute to the maintenance of international peace and stability and the realization of universal common security.
