More than two years ago, Gao Wei walked into Dongmagezhuang Village from the Daxing District Human Resources and Social Security Bureau. Now, the villagers have proved the achievements of this "strawberry secretary" with simple words, "Secretary Gao, I hope you stay".

Recently, in order to solve the problem of lack of successors in rural areas, Beijing has solidly promoted the spark plan for village-level reserve talents, further broadened the channels for reserve talents, optimized the structure of the reserve talent team, established a "one teacher and one apprentice" pairing contact and rotation training system, and cultivated more than 8,000 village-level reserve talents according to the standard of at least two people in each village, and cultivated about 200 rural talents with college degree every year.

With the support of the policy, batches of fresh graduates, first secretaries, and rural "capable people" went into the countryside to lead the villagers to recite the "Prosperity Sutra" of rural revitalization in the fields.

Introduce "capable people" to the countryside.

In 2021, Gao Wei walked into Dongmagezhuang Village, Yufa Town, as the first secretary. The problem in front of him was that Dongmagezhuang Village was a village with a weak collective economy and had no industrial foundation.

Gao Wei's hometown of Pangezhuang has watermelons, the nearby Caiyu town has grapes, and Anding Town has mulberries. So he wondered, can he also create a brand of special agricultural products in Yufa Town?After many on-site visits and investigations, Gao Wei led the village to "start a collective business" for the first time - building greenhouses and planting strawberries.

In 2022, the strawberries that were successfully listed earned more than 20 yuan in the village, driving 15 people in the village to work, and Gao Wei also got the resounding name of "Strawberry Secretary".

For the villagers of Dongmagezhuang Village, strawberry seedlings have yielded fruitful results and brought tangible incomeFor Gao Wei, he has achieved results and contributed to rural revitalization.

In addition to the first secretary like Gao Wei, Daxing District also cultivates a village-level reserve talent team through the "four batches" model. Chen Jinpeng, deputy director of the Organization Department of the Daxing District Party Committee and secretary of the two new working committees, introduced that Daxing District has cultivated a group of "science classes", recruited a group of rural work assistants, "double training and double development", and improved a group of academic education, and effectively increased the selection and training of village-level reserve cadres. At present, Daxing District has a total of 1,128 village-level reserve talents, 83% of whom are under the age of 40, and 80% have a college degree or above, providing a steady stream of talent support for rural revitalization.

Wang Liang, secretary of the party branch and director of the village committee of Sanjianfang Village, Huangcun Town, Daxing District, is a member of the "science class". Previously, Wang Liang was mainly engaged in landscaping. After returning to the village as a district-level "science class", Wang Liang led the village "two committees" to carry out comprehensive renovation, widen roads, build new cultural and recreational facilities, and effectively improve the village environment.

This year, Sanjianfang Village also strengthened the connection between schools and localities, and invited masters and doctors to participate in village planning and grassroots governance. For example, during the construction of the Sanjianfang Village Flower Port Project, the doctor of agriculture who was connected with the village actively made suggestions from the aspects of project layout, flower selection, and sales, and helped the villagers to promote rural revitalization through industrial revitalization.

Villagers come up with problems, and talents come up with ideas in the village.

Shao Jiaqi, a post-95 generation in Houshayu Town, Shunyi District, is a "recruit" in rural governance. Shao Jiaqi told reporters that in the 2022 graduation season, he learned that his hometown Houshayu Town independently recruited village workers, so he signed up for the exam with the mentality of giving it a try. After layers of selection, he successfully joined the team of college student village workers.

After working in the village for more than a year, Shao Jiaqi's understanding of the countryside has become more three-dimensional. When he was in school, he was more concerned about building a new building and building a new parkAfter becoming a village worker, he often wondered what rural industries needed to be revitalized and what development projects needed to be promoted behind the facilities that the villagers cared about.

It is understood that in March this year, Shunyi District, in accordance with the principle of "district recruitment, town management, and village use", openly recruited college students under the age of 35 for the whole city, and selected outstanding young talents who match the development needs of Shunyi. A total of more than 3,300 people enthusiastically applied for the examination, and after layers of screening, a total of 419 college students and village workers stood out and returned to the village to work.

Shao Jiaqi said that in the past year, he has been dealing with villagers more often, which has prompted him to continuously strengthen his understanding of policies and regulations. For example, the problems reflected by some villagers through the convenience of the people often involve the interpretation of policy provisions and laws and regulations, while Shao Jiaqi's interpretation of laws, regulations and policies is not deep enough. In this regard, Shao Jiaqi communicated with professionals and multiple departments, and used his spare time to "recharge" himself in order to better help villagers solve problems.

Talents are "passed on to help" to help reserve cadres grow.

The key is to open up the whole chain of rural revitalization talent team and do enough work to attract, cultivate and store good talents. In Chen Jinpeng's view, throwing an olive branch to outstanding talents does not mean issuing a "letter of commitment" for employment. Taking the "New National Gate Seedlings" reserve training plan for 100 secretaries in Daxing District as an example, the reserve talents are selected in the early stage after layers of investigation, and then through regular training, fixed personnel to help, fixed post training and other measures, multi-level, all-round and normalized training of village-level reserve forces.

Wang Liang still remembers that before he became the secretary of the village party committee, he also went through three months of full-time training, including four stages: centralized theoretical study, perception of job rotation in organs, grassroots apprenticeship, and practical training in the village.

In September this year, Shunyi District researched and issued the "Opinions on Establishing a Closed-loop Mechanism for the Discovery, Selection, Cultivation and Use of Village-level Reserve Cadres (Trial)" to promote the succession of rural cadres and the passing of the torch.

Wu Weipeng, chief of the first section of the Organization Department of the Shunyi District Party Committee, introduced that the new mechanism introduced this time summarizes the experience and practices explored in recent years, and builds a full-cycle training mechanism for village-level reserve cadres through "five ways" selection, "five steps" to inspect people, "five fixed mechanisms" to educate people, and "five measures" to employ people, and to create a rural reserve cadre team that can take root, be willing to work, have feelings, and be good.

Chen Yange, secretary of the Party branch of Liuhang Village, Nancai Town, Shunyi District, gave up starting a business five years ago and returned to the village for reemployment. Today, Chen Yange has changed from an "apprentice" of rural governance to a "new apprentice" of the post-85s and post-90s generations behind her, and has also become a new force to enrich the ranks of rural cadres. Chen Yange saw that young forces are shouldering the burden of environmental remediation and building approval, "Now the old people in the village are listening to the young people, and the young people do practical things with a solid heart."

It is understood that up to now, Shunyi District has reserved 955 reserve cadres, including 650 under the age of 35, 845 with college degree or above, and 267 full-time reserve cadres, effectively enriching the talent team for rural revitalization.
