2023 is the first year for the full implementation of the spirit of the 20th National Congress of the Communist Party of China, and the beginning of a new journey of building a modern socialist country in an all-round way. Gansu taxation adheres to the guidance of the socialist ideology with Chinese characteristics in the new era, unswervingly grasps party affairs, does a good job in taxation, leads a good team, seeks progress while maintaining stability, keeps integrity and innovation, and serves the high-quality economic and social development of Gansu with all its heart and has achieved new results.
Over the past year, we have concentrated our efforts to strengthen the party's political construction, grasped the party's affairs and shown new achievements. In-depth study and implementation of the thought of socialism with Chinese characteristics in the new era, continue to do a good job of cohesion and linkage, and vigorously promote the first and second batches of theme education to be deeper and more practical. Strengthen the construction of political organs of county-level taxation bureaus, enhance the "two functions and one role" of grassroots party organizations, and promote the deep integration of party building and taxation business. Deepen the reform of the discipline inspection and supervision system of the taxation system, weave a dense and integrated comprehensive supervision system, carry out exchanges of staff in key positions in law enforcement, improve the quality and efficiency of supervision of the "top leader" and the key minority, and cultivate the culture of "clean taxation" and integrity, and plant a strong political background in strengthening the leadership of party building.
Over the past year, we have worked hard to give full play to the role of taxation functions, and have done a good job in taxation to achieve new results. Adhere to the importance of taxes and fees, "fast, accurate and strict" to promote the implementation of preferential tax policies, and ensure the stability and quality of tax revenues with high quality. Focusing on the goal of "four refinements", we will focus on intelligent data empowerment and accelerate the digital upgrading and intelligent transformation of tax collection and management. We have launched a series of new measures to facilitate tax payment for the people, and strive to create a "Fengqiao-style" tax authority in the new era, so as to exchange for the satisfaction and trust of taxpayers and payers. We have strengthened the new approach to tax supervision in a package of excellence, effectively improved the level of law enforcement coordination, and extensively gathered the joint force of tax co-governance, showing the responsibility of taxation in the overall situation of service development.
Over the past year, we have devoted ourselves to forging the iron army and tiger generals of Longshui, and led the team to inject new vitality. Coordinate the growth of talents, adhere to both ability and political integrity, select and employ people to promote urgently, rank promotion in a steady and orderly manner, open selection of the best of the best, and "sunshine mobilization" warms the heart and reassures. With the traction and empowerment of "three grasps and three promotions", driven by performance management incentives, we highlight the foundation and innovation, focus on hard work and actual performance, continue to loosen the burden for the grassroots, and make the entrepreneurial spirit of the directors more full. Efforts have been made to strengthen the cultivation of talents, the atmosphere of catching up with and surpassing others in learning has become increasingly strong, the situation of striving for advanced positions has become more obvious, and the best results in history have been achieved in military training and competition, and the strength to forge ahead has been gathered in the strict management and good treatment of the excellent.
Looking back at 2023, the test is like fire, just like refining real gold. All the Longshui people in the reform of the perseverance, face difficulties, bravely move forward, with loyalty to play the strong voice of the tax power, with hard work and sweat to paint the picture of service development, with perseverance to show the demeanor of the Longshui Iron Army, handed over a heavy answer.
