2.The applicant enterprise shall meet the relevant identification standards of specialized, special and new "little giant" enterprises in the "Interim Measures for the Management of Gradient Cultivation of High-quality Small and Medium-sized Enterprises", and the relevant indicators shall be strictly grasped in accordance with the "Description of Some Indicators and Requirements" in Annex 4 of the Measures.
3.For enterprises that have become a single champion demonstration enterprise or a single champion product of our manufacturing industry, it is no longer recommended to apply for the fifth batch of specialized, special and new "little giant" enterprises;It is not recommended for enterprises that have a controlling relationship with the specialized and special new "little giant" enterprises that have been identified by our department, as well as enterprises that produce similar leading products within the same group.
4.The competent departments for small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps (hereinafter collectively referred to as the provincial-level competent departments for small and medium-sized enterprises) should earnestly perform their responsibilities and strictly control the gates. If the recommended enterprise obviously does not meet the standards of the "Measures", our ministry will make a notification.
2) Working procedures.
1.The fifth batch of specialized, special and new "little giant" enterprises are recommended for review.
Testimonials and initial audits. The provincial-level competent department of small and medium-sized enterprises is responsible for organizing the preliminary verification and recommendation of the fifth batch of specialized, special and new "little giant" enterprises, and organizing qualified enterprises to fill in the "application form for the fifth batch of specialized, special and new 'little giant' enterprises" (Annex 1), and put forward recommendations after the initial review.
Review publicity. Our department organizes experts to review the recommended materials submitted by various places and conduct on-site random inspections. 3) Meet the scale standards of small and medium-sized enterprises in the "Provisions on the Classification Standards for Small and Medium-sized Enterprises", and do not belong to the "industry scope not applicable to the identification of specialized, special and new 'little giant' enterprises" in Annex 1 of the "Measures".
4) Have good social credit, no major violations of laws and regulations, no major production safety accidents, no major environmental pollution incidents, no major quality problems, no major integrity problems, no major tax violations, no major labor disputes, no major litigation disputes, no major debt risks, no major business risks, and no other major problems affecting the normal operation of the enterprise.
5) It has a sound financial management system, the financial statements are true, legal and valid, and the financial data meet the "Description of Some Indicators and Requirements" in Annex 4 of the Measures.
6) It has a sound quality management system, and has passed ISO9000, ISO14000, ISO45000 and other related quality, environmental, occupational health and safety management system certifications, or passed the relevant national or industry standard certification.
7) Have a sound R&D management system, with an independent R&D institution or team, the proportion of R&D investment in the main business income is not lower than the "partial indicators and requirements description" in Annex 4 of the "Measures", and the conversion rate of R&D achievements is not lower than the "partial indicators and requirements description" in Annex 4 of the "Measures", with independent intellectual property rights or authorized use of intellectual property rights, and strong technological innovation capabilities and market development capabilities.
8) Have a sound talent management system, reasonable personnel structure, the proportion of senior management personnel and technical personnel is not lower than the "partial indicators and requirements description" in Annex 4 of the "Measures", the talent training mechanism is sound, the talent incentive mechanism is effective, and the talent turnover rate is not higher than the "partial indicators and requirements description" in Annex 4 of the "Measures".
