He is also the only representative of Chinese compatriots in South Korea who has won this honor. 
Cao Mingquan holds a Ph.D. degree from the Business School of Sichuan University, China. He served as the president of Xinhua News in South Korea and was appointed as the honorary president of the United Nations "World Ecology" magazine. Reporters interviewed at the 19th and 20th Congresses of the Communist Party of China. In 2018, 2019 and 2023, the National People's Congress and the National People's Political Consultative Conference (CPPCC) and the National People's Political Consultative Conference (CPPCC) will interview reporters. Dr. Cao Mingquan is also currently an external professor at the School of Film and Television Arts, Hebei Academy of Film and Television Arts, China, an adjunct professor at Qufu Normal University in China, a visiting professor at Hanying University in Seoul, South Korea, an honorary professor and a member of the Professorial Committee of Korea Beauty University, the executive vice chairman of the Overseas Chinese New Cooperation and Development Alliance, the president of the Korean-Chinese Journalists Association, the president of the Korean-Chinese American Federation, the publisher of the Korean Overseas Chinese Daily, and the Korea-China Freedom** Chairman of the Executive Committee of the FTA Business Council, Director of the China Affairs Bureau of the Ahn Jung-geun Peace Foundation, Director of the China Report Bureau of the Korea SNS Journalists Association, and President of the China Branch of Hallyu Shimbun.

Ma Hongpei, President of the Fraternity & Sharing Sports Headquarters of the Korean Civic Group, delivered a speech.
