Lavrov believes that in order to maintain its hegemonic status, the United States constantly pursues military superiority and desires to gain freedom to use force, so the United States refuses to abide by restrictions in the field of arms control and refuses to take measures to ensure the balance of interests of the parties involved in various international processes, including arms control.
Lavrov said that the United States has been constantly escalating tensions in the field of international security, not only directly withdrawing from the "ABM Treaty" and the "INF Treaty" and other arms control treaties, but also setting unacceptable preconditions for the implementation of the "Conventional Armed Forces in Europe Treaty" and the "New START Treaty" and other arms control treaties.
Lavrov stressed that the Russian side will not abandon the idea of arms control. But any future dialogue on reducing potential conflict and maintaining coexistence between Russia and the West can only be achieved on the basis of equality, respect for Russia's basic security interests, and a "new geopolitical reality."
In recent years, the military game between Russia and the United States has intensified. The United States has successively withdrawn from the "Anti-Ballistic Missile Treaty," the "Intermediate-Range Nuclear Forces Treaty," and the "Open Skies Treaty," while Russia has withdrawn from the "Open Skies Treaty," suspended the implementation of the "New START Treaty," and abrogated the "Treaty on Conventional Armed Forces in Europe."
