As an important part of the long-term care insurance system, the evaluation of the disability level of long-term care insurance is a key part of the management operation, and the evaluation conclusion is an important basis for treatment enjoyment and payment. Clarifying the unified requirements for assessment and management will help better protect the legitimate rights and interests of the insured.

It is understood that the management measures mainly stipulate the assessment institutions, assessment personnel, assessment standards, and assessment processes. It is clear that the institutions that carry out the assessment shall be managed at designated points, and the method of signing assessment service agreements shall be adopted, the responsibilities, rights and obligations of medical insurance agencies and designated assessment institutions shall be clarified, and the development of independent assessment institutions shall be encouraged and supported. In terms of the personnel requirements for the implementation of the assessment, it is clarified that the evaluators include evaluators and appraisal experts, stipulates the responsibilities and basic conditions of the two types of evaluators, and puts forward the requirements for management measures such as establishing a database of evaluators and improving the standardized training mechanism.

In addition, the management measures provide uniform provisions on the criteria to be used in the assessment. It is clarified that the state shall formulate a unified national standard for assessing the level of disability, and coordinate the unified implementation of regional medical security departments. Explore the establishment of a cross-departmental mutual recognition mechanism for assessment results. In terms of the process of assessment compliance, five links are determined, including assessment application, acceptance and review, on-site assessment, conclusion, publicity and delivery, and normative requirements are made for the implementation of each link. Provisions are made on the circumstances under which the assessment is terminated, the validity period of the assessment conclusions, and the requirements for the assessment time limit.

The relevant person in charge of the National Health Insurance Administration expressed the hope that by promoting the standardization and scientificization of the evaluation work, the coordinated development of related fields will be promoted. In the next step, the National Health Insurance Administration will work with relevant departments to follow up on the trial of management measures, summarize experience and practices, improve the national unified long-term care insurance disability level evaluation standard system and management methods, and lay a good foundation for the establishment of a long-term care insurance system.

It is reported that up to now, the number of insured people in 49 pilot cities of the long-term care insurance system in the country is about 1700 million people, more than 2 million people have passed the disability level assessment and enjoyed treatment. (ENDS).
