The structured group interview first appeared on March 7, 2016, the last day of the interview, but only Hainan Guoshui (law students) adopted this format on that day, and the change did not attract much attention at the time. In 2017, the interview on March 5 of Hainan National Tax once again adopted this form, and the interview of the Ministry of Agriculture (Fishery Vessel Inspection Bureau) and the Shandong Police also adopted this interview form.
From 2018 to 2023, local tax systems have adopted structured group interviews for many years. In 2020, due to the impact of the epidemic, Jilin Taxation and Beijing Taxation temporarily resumed the use of structured interviews. Affected by the epidemic in 2022, Sichuan Taxation will adopt a structured interview format.
In addition to the tax system, in 2019, the recruitment announcement of the State Administration of Organs clearly stated that this interview format was adopted; In 2020, individual positions in the Intellectual Property Office, the Central Selection Science and Industry Bureau, and the Ministry of Industry and Information Technology's Bureau of Science, Technology and Industry for National Defense adopted the interview form of structured groups; In 2021, most of the National Forestry and Grassland Administration and customs system adopted the format of structured group interviews. In 2022, the interview format of the first notice of the customs system was a structured group, and later due to the impact of the epidemic, the interview format of the supplementary notice was changed to a structured video interview. In 2022, the NSS system also adopted a structured group interview format. In 2023, the tax and customs will fully adopt the form of structured group interviews, of which the Ministry of Finance will conduct a structured group interview with a group of 5 people.
Judging from the actual operation of structured group interviews in the past few years, structured group interviews mainly include the following three links:
From an operational point of view, this new form has the following two characteristics:
First, the overall organization of the interview is standardized and structured, so it has the characteristics of a structured interview.
Second, the interview comments and responses are interactive and directly competitive, so they have the characteristics of leaderless group discussions. Especially in the past two years, there has been a big change in the structured group interview, that is, the examiner will no longer intervene after the interview begins, and it is all up to the candidate group to control the process to complete the entire interview process, which is closer to the operational characteristics of the leaderless group discussion interview from the operational point of view.
Therefore, structured group interviews can be seen as either "structured interviews with increased candidate interaction" or "simplified" leaderless group discussions.
It is clear that structured group interviews present new challenges for candidates, as follows:
A direct comparison of the overall image and temperament of the examination room: including appearance, dress, temperament and behavior.
Direct comparison of the content of the candidates' answers: including language, ideas, logic, organization, answer height, knowledge base, etc.
The time of answering questions is controlled, and the time for each question is limited to 2 or 3 minutes.
Ability to acquire, memorize, organize and output real-time information.
The ability to evaluate the performance of others. It is objective and fair, targeted, and to the point; I can also appreciate the strengths and strengths of others.
When responding to the evaluation of others, whether you can be objective and rational and achieve targeted responses. Not only can you face the problem honestly, but also insist on your own correct opinions.
From the point of view of topic setting, the most common question types of structured groups are comics, choices, organizational activities and scenario simulation questions, which are very open and selective, which means that everyone has the opportunity to shine in the process of competing on the same stage. Candidates must understand the interview rules in detail and practice repeatedly to better cope with this interview format.
Judging from the application of structured group interviews in the national examination, the current systems that use structured group interviews on a large scale are the tax system and the customs system. The propositions of these two systems have the characteristics and colors of the system respectively, and candidates need to prepare for the test for the characteristics of the propositions of the two systems.
Let's start with two sets of questions:

1.The 20th National Congress of the Communist Party of China (CPC) summed up the past ten years, and we have experienced three major events of great practical significance and far-reaching historical significance to the cause of the Party and the people: first, ushering in the 100th anniversary of the founding of the Communist Party of China; Second, socialism with Chinese characteristics has entered a new era; The third is to complete the historical task of poverty alleviation and building a moderately prosperous society in an all-round way, and realize the first centenary goal. Combined with the things that impressed you, talk about your understanding of these three major events.
2.In order to respond to the call of the country and show the demeanor of contemporary young people, your unit is ready to carry out a series of activities to encourage young cadres to work hard, and there are the following 6 forms of activities: (1) visiting youth practice activities; (2) Display their own characteristic brands; (3) visit the Youth Cultural Corridor; (4) Visit the new ** studio; (5) a youth symposium; (6) Sharing of outstanding volunteer service projects. The leader asks you to choose 2 or 3 of the above 6 activities to carry out. Which one would you choose? How would you organize the event?
3.In order to improve the service capacity of the customs, you will choose one of the following three groups to run for election: (1) Policy Advocacy Group, (2) Service Capacity Working Group, and (3) Brand Advocacy Group. Please give a campaign speech.
From these two sets of questions, it can be directly deduced that although the proposition of the structured group is still a traditional question type, it is closer to the actual work in the background of the proposition, whether it is the tax system or the customs system, the question stem has content related to the work scene in the system and the policy responsibilities in the system. The requirements are also more diverse and flexible, not simply asking candidates "how to see" or "what to do", which poses new challenges to candidates' interview answers.
In order to help students better cope with the preparation for structured group interviews, we have developed special teaching materials for structured groups for national civil servant interviews, which focus on comics, multiple choice questions, organizational activity questions, sorting questions and situational simulation questions in the common test of structured group interviews, refine the solution ideas of these five key question types, and configure the corresponding test questions and detailed explanations. At the same time, according to the characteristics of the examination, we have focused on compiling a structured group simulation set of questions specially used for the tax system and the customs system to help the candidates carry out practical intensive training and improve the candidates' answering level from the questions themselves.
The most important feature of the structured group interview is that there is a review and response process. When this interview format was first adopted, the candidates' on-the-spot reactions were confusing, as there were varying degrees of misunderstanding of the process. For example, some candidates think that comments and responses are a process of mutual intimidation, and they want to put competitors to death; Some candidates think that comments and responses should not be too sharp, and that they should say more good things and be good people...The candidates' various reactions in the examination room made the examiners also have mixed feelings, and they didn't feel very good. Therefore, since the structured group interview began in 2019, the on-site examiner will remind candidates not to use offensive language according to the regulations, and put forward requirements such as questioning comments.
So what is the purpose of a structured group interview, a review and response session? There are two main ones: one is to be able to observe the candidate's adaptability in the process of on-site dynamics. Because candidates simply can't predict how competitors will evaluate their performance, the candidate's ability to respond to changes on the spot can be well reflected. The second is to provide an opportunity for three or four candidates to have an in-depth exchange on the test questions, hoping that everyone will trigger more in-depth thinking about the questions through mutual comments and responses. Therefore, it is important for candidates to bring enlightening information when commenting.
For the 2024 National Examination Structured Group Interview, we have set up a special chapter in the structured group special textbook to explain the methods of handling comments and responses, giving specific practical methods for candidates how to respond to comments from the perspectives of comments, responses and sequential strategies, and giving a complete and real structured group interview case to help you correct your language expression, content and behavior in the review and response stage.
In short, the characteristics of structured group interview questions and program design have brought different challenges to candidates than structured interviews, and candidates for the 2024 national examination need to prepare for training from two aspects: exam questions and comment responses.
