The reporter learned that according to the previous conventional work process, the environmental impact assessment document of the construction project is approved before applying for its pollutant discharge permit, and the total time required for the two approval items is relatively long, which is not conducive to the investment and construction projects of enterprises. The implementation of the "Plan" can achieve the goal of "submitting one material and completing two approvals" to benefit enterprises and reduce the processing time of about one month for enterprises.

The Plan is applicable to the joint examination and approval of the environmental impact assessment documents (hereinafter referred to as the "project EIA") and the pollutant discharge permit of construction projects within the jurisdiction of Zhongshan City. The examination and approval department will simultaneously conduct a formal review of the application materials for the two approval items submitted by the enterprise, and inform the applicants who are not within the scope of application of the Plan, the application materials are incomplete or do not conform to the statutory form on the spot or within the statutory time limit. After the acceptance is passed, the examination and approval department will simultaneously review whether the application for the two approval items meets the statutory conditions and standards, and at the same time carry out public participation in the approval process, and promise that the time limit for the joint examination and approval of the two matters will not exceed 3 working days (excluding the time for technical assessment and publicity).
The project EIA approval materials meet the requirements of the approval, and the problem with the pollutant discharge certificate materials will not affect the approval of the project EIA. The sewage outlet into the river is an important node of the ecological and environmental protection of the river basin, which plays an important role in strengthening and standardizing the supervision and management of the sewage outlet, improving the quality of the water ecological environment, and protecting and building beautiful rivers, lakes and bays. However, the situation of the river outfall is complex, and in actual work, the staff often encounter problems such as the unclear definition of various types of outfalls, the difficulty in implementing the main body of responsibility, and the inconsistency of supervision and operation standards, so a set of clear and clear work guidelines is urgently needed.
To this end, Zhongshan City took the lead in the province to comprehensively and systematically sort out the work related to the supervision and management of river outlets, and issued the Guidelines for the Supervision and Management of River Outlets in Zhongshan City (hereinafter referred to as the "Work Guidelines"), which is the first comprehensive and systematic work guide in Guangdong Province to comprehensively and systematically sort out the supervision and management of river outlets.
