Innovate supervision methods and improve the accuracy of supervision. The first is to enhance the power of filing and examination with the help of "external brains". The Standing Committee of the Linwu County People's Congress actively explores ways and means to carry out the filing and review of normative documents with the help of "external brains", establishes a legal consultation expert database, and hires 8 industry experts and professional lawyers as legal consulting experts of the Standing Committee to further strengthen the intellectual support of the filing and review work. In the process of filing and review, the Standing Committee accurately carries out the filing and review work in accordance with the measures for the management of the expert database and with the help of the "external brains" of consulting experts to ensure the quality of the review. Since 2022, it has conducted a comprehensive review of 17 normative documents reported by the county people, cleaned up 39 county-level normative documents, supervised and corrected 1 legality document and 4 problem documents, and effectively protected the legitimate rights and interests of citizens and social organizations. The second is to cross-evaluate and help the "two officials" perform their duties. The Standing Committee of the County People's Congress hired legal experts to actively participate in the evaluation of the performance of the "two officials", and conducted satisfaction evaluations on the performance of the duties of the "two officials" through case evaluation, court hearings, visits and investigations, and research reports. At the same time, personnel from the county people's court and the county people's procuratorate were dispatched to cross-read the case files, and through cross-examination and expert assistance, it took two months to complete the review of 280 cases and more than 400 case files, and found 106 problems in 4 categories, and earnestly supervised and urged rectification, and promoted the fair performance of duties by the "two officials". The third is to promote post-appointment supervision through full-coverage performance evaluation. In accordance with the principles of the Constitution, the Standing Committee of the County People's Congress will include the work of "carrying out performance evaluation of the county people's ** and the main persons in charge of the work department" in the annual work points of the Standing Committee of the County People's Congress, and carry out full-coverage work review of the staff of state organs elected and appointed by the County People's Congress and its Standing Committee, and strive to form a closed loop of supervision before, during and after office. Since 2022, the county people's report on the performance of duties by 7 deputy county magistrates has been heard and deliberated, and for the first time, the supervision of the performance of duties by deputy county magistrates has been fully covered within one year. Listen to and deliberate the report on the performance of duties by 5 state organ staff members of the ** work department, and review the written reports on the performance of duties by the other 19 comrades, so as to ensure full coverage of the performance supervision of state organ staff appointed by the Standing Committee of the County People's Congress.
Improve the supervision mechanism and do a good job in the combination of supervision. First, the supervision of the people's congress and the supervision of the procuratorate should work in tandem. It took the lead in establishing a mechanism for the convergence and transformation of people's congress deputies' suggestions and procuratorial suggestions, and was listed as a classic case of people's congress performance by the relevant special committees of the provincial people's congress, and was publicized and promoted throughout the province. In 2022, the Standing Committee of the County People's Congress submitted 10 representative suggestions to the County People's Procuratorate for handling. The county people's procuratorate proposed to file two cases involving water resources protection and illegal filling of liquefied gas as a public interest administrative lawsuit, and issued procuratorial suggestions to five leading departments, including the county water conservancy bureau and the Linwu branch of the Chenzhou Ecological Environment Bureau, and the two representative suggestions were effectively handled. This year, on the basis of continuing to promote the implementation of this mechanism, we will further improve the relevant working mechanism and promote the transformation from the resolution of individual cases to the resolution and prevention of similar cases, which has given more far-reaching significance to the sustainable development of this mechanism. The second is the joint efforts of law enforcement inspection and supervision. Give full play to the role of the law enforcement inspection "legal inspection" supervision sword, take the lead in the city to carry out the "Chenzhou City Rural Villagers Housing Construction Management Regulations" law enforcement inspection, by the five-level people's congress deputies composed of 5 law enforcement inspection teams, take the "four noes and two straight" way to go straight to the grassroots, directly into the scene inspection, on the basis of in-depth investigation and research and extensive listening to the opinions of the masses, list 22 list of problems 113 specific problems, to the county people and relevant departments to do, and supervise the implementation of rectification. At the same time, arrange for reporters to record the whole process of unannounced visits, and ** problems that the masses have strong reactions to, so that law-abiding people can leave their names, make lawbreakers fearful, and promote the effective implementation of laws and regulations. Third, the people's congress supervision and audit supervision are two-way efforts. Innovate and implement the supervision of the people's congress and audit supervision, and make joint efforts. The Financial and Economic Committee of the County People's Congress and the County Audit Bureau shall jointly discuss and determine the focus of audit supervision. At the same time, 8 financial and economic experts were hired to participate in audit supervision, focusing on supervising the whole process and all links of "before, during and after the event", and fully implementing the provisions of the Supervision Law, the Budget Law and the Audit Law. In the review of final accounts, we should make full use of the results of audit supervision, track and supervise the rectification of the 36 outstanding problems found by the audit, build a full-chain closed-loop linkage supervision model from the discovery of problems to the solution of problems, realize the organic combination of people's congress supervision and audit supervision, and effectively promote the effective development of audit supervision and audit rectification work, so as to truly let people's congress supervision grow "teeth" and make financial and economic laws become untouchable "high-voltage lines".
Strengthen follow-up and accountability, and promote the standardization of supervision. The first is to conduct on-site inspections and assign practical things. Every year, the Standing Committee of the County People's Congress selects the issues that the county party committee is concerned about and the masses have a strong reaction from the hot issues suggested by the deputies and collected by the masses as the supervision topics, and concentrates on the deputies' inspections to realize the extension of the deputies' inspections to industrial development, park upgrading, urban construction, rural revitalization and other fields. This year, the Standing Committee of the County People's Congress innovated the form of inspection, from the original inspection, to the two-pronged approach of "representative inspection + on-site assignment", on-site assignment of issues that the representatives strongly reflected, and urged the county people to reply within a time limit, and do a solid job in the "second half" of the inspection of the people's congress deputies, and effectively solve the problem of "urgency, difficulty and longing" of the people. The second is to supervise and deal with key handling suggestions and make practical moves. In 2022, 10 key handling representative suggestions with a wide range of coverage and strong public reaction will be determined to carry out centralized evaluation, which will be led by the deputy director of the Standing Committee of the County People's Congress, and led by the deputy county magistrate of the county people, to supervise the effective handling and implementation of the representatives' suggestions, and to promote the resolution of a number of issues of concern to the masses. At the end of the year, the on-site review meeting was held, and 8 deputy county magistrates reported to the meeting on the handling of the ten key handling suggestions, and 167 representatives attending the meeting conducted on-site evaluation of the handling of the suggestions, and made every effort to promote the handling of the suggestions, so that the suggestions could be effectively handled to the hearts of the people. Up to now, 7 of the 10 key handling suggestions have been resolved, and 3 partially resolved are still being followed up and supervised. The third is to follow up and review opinions and seek practical results. The Standing Committee of the County People's Congress focuses on improving the quality of the report, always adheres to the problem orientation, continues to track and supervise, establishes and improves the closed-loop supervision mechanism that connects deliberation, assignment, feedback and evaluation, and conducts all-round and three-dimensional tracking and supervision on the implementation of the 25 deliberation opinions handed over to the county people since 2022. There are assignments, follow-ups, and implementations to ensure that the deliberation opinions are truly effective.
