For the important part of government, the first thing is to win people, the governor knows people, and the emphasis is on assessment. Cadre assessment is an important measure to adhere to and strengthen the party's overall leadership, promote the implementation of various decisions and deployments, and is an important starting point for motivating cadres to take responsibility and promote career development. Only by giving full play to the role of the baton and weather vane of cadre assessment can we truly select and use good cadres who meet the needs of the development of the cause and the requirements of the people.
Set the exam questions accurately to guide what to do. Adhere to the most important emphasis on what is deployed, focus on practical results, strengthen the assessment of key tasks such as economic development, people's livelihood and well-being, safety construction, and risk prevention with the new development concept, and guide party members and cadres to establish a correct view of political performance. Adhere to the combination of stratification and classification, establish a focused and differentiated evaluation system, prevent "one-size-fits-all" assessment work, and guide all localities to plan the direction of development based on their own realities. Adhere to the combination of quantitative and qualitative, quantitative indicators highlight quantitative and measurable, and focus on rigid work requirements and shortcomingsQualitative indicators highlight the actual effect, and guide party members and cadres to focus on key and difficult work to overcome difficulties and take responsibility.
Optimize the assessment method and promote how to do it with how to test. The performance of cadres is in practice, and the reputation of cadres is among the people. It is necessary to bring a "microscope" to the grassroots cadres and the masses, to understand the cadres in the vernacular, and to get in close contact with and inspect the cadres from multiple angles. It is necessary to pay attention to analysis, study and judgment, persist in looking at cadres in a comprehensive, historical, and dialectical way, pay attention to consistent performance and daily work, and look at both development and foundation, and look at both obvious and potential achievements. It is necessary to adhere to the combination of examination of people and affairs, and use the governor to see people to evaluate actual performance, so as to realize that performance is evaluated by things and people are judged by performance. It is necessary to devote efforts to ordinary times, listen to the opinions of the masses, look at actual achievements in work, and look at performance in daily life, get to know the cadres accurately on a regular basis, and force the cadres to devote more time and energy to ordinary times.
Make good use of the assessment results, and stimulate real motivation with real cash. Adhere to the accurate and scientific results, take multiple measures to use the results, and combine the assessment results with training and education, management and supervision, incentives and constraints, accountability, ability to go up and down, and cure mediocrity and laziness, etc., to motivate cadres to take responsibility. Highlight positive incentives, and give priority to promotion, reuse, or promotion under the same conditions for cadres who rank high in the annual assessment. Strengthen reverse constraints, and evaluate the annual assessment results at a low level, and supervise and find gaps in benchmarking;Timely organizational adjustments are made to those who are incompetent or unfit to hold their current positions. Strengthen the analysis, research, judgment and in-depth application of the assessment results, and carry out targeted transfer and training and actual combat experience for cadres who have knowledge gaps, experience blind spots, and weak abilities, and promptly bite their ears and pull their sleeves and punish small punishments and admonishments for cadres who are found to have symptomatic and tendentious problems in the assessment, so as to prevent small problems from turning into major problems.
