Support evening self study, but not allowed to charge, what is the reason?

As we all know, the General Office of the Ministry of Education and other four departments recently jointly issued the "Notice on Further Standardizing the Work Related to Compulsory Education After-school Services" (hereinafter referred to as the "Notice"), the main content of which can be summed up as "five strict prohibitions".

Among the five "strict prohibitions", the most interesting thing is the issue of prohibiting the charging of evening self-study

Services provided by schools for students such as early on-campus supervision and self-study, lunch and lunch break care, and evening self-study must not be included in the scope of after-school services.

Early arrival at school and self-study, lunch break care, evening self-study, etc., must not be included in the after-school service fee items.

The "Notice" requires all localities to adjust and improve relevant policies and measures, and officially implement them from the spring semester of 2024. Now it is brewing in various places, and according to Dawan News, Anhui took the lead in introducing more specific policies on January 4.

Front-line teachers were not listened toIt is reported that in the process of introducing specific policies, the Anhui Provincial Department of Education has organized many discussions with relevant personnel, including the heads of the basic education sections, teaching and research staff of the local education bureaus, some principals of primary and secondary schools, kindergarten principals, college teachers, etc., to listen to opinions and suggestions.

For the above composition, I have some confusion, why invite college teachers to participate, after-school services only involve primary and secondary schools and kindergartens, do colleges and universities also have after-school services?I don't think I've heard of it, and I don't mention "university" in the name of the document

What I don't understand is that I didn't ask for the advice of elementary and junior high school and kindergarten teachers. Although the principals of primary and secondary schools and kindergartens are also teachers, they are wearing small black gauze hats after all, and they are not front-line teachers, so I am afraid that they will not be able to speak freely and fully convey the opinions of teachers.

I think that about after-school services, we should listen to the voices of front-line teachers, after all, it is front-line teachers who personally participate in after-school services, and only front-line teachers can deeply understand the specific situation and taste.

From the screenshot above, it can be seen that the Anhui Provincial Department of Education received a total of 48 opinions and suggestions this time, 27 of which were adopted and 21 were not adopted. I'm very curious, what are the 21 pieces of content that have not been adopted?

Although there were no front-line teachers to participate in the discussion, I think it is possible for the principals of primary and secondary schools and kindergartens to put forward suggestions that are beneficial to teachersI couldn't help but think about it.

In addition, I also wondered if it was emphasized that students should not be required to participate in after-school services, so should teachers not be required to participate? Can the participating teacher have "bargaining power" over the subsidy for a lesson?

This "Notice" is about after-school services, and it is strictly forbidden to include early school care, lunch and lunch break management and evening self-study into the scope of after-school services, which is of course understandable, but in addition to the "Notice", should we also talk about how to arrange these three periods?

A relevant official of the Ministry of Education said in response to a reporter's questionEarly arrival at school, lunch and lunch break management, and evening self-study are all convenient learning and life services provided by the school to students。It is not difficult to see from here that the Ministry of Education actually supports evening self-study, but it is not allowed to charge fees, only selfless dedication!

The Ministry of Education has stated that schools are not allowed to force students to participate in evening self-study, and they are not allowed to provide paid evening self-study services, but if there is no remuneration, how can the principal arrange teachers?Don't talk about it in the morning and noon, do the principals and even the Education Bureau have the right to force teachers to study at night?

It stands to reason that there is indeed no late self-study in the schedule of high-quality authors stipulated by the Ministry of Education, especially in the third year of junior high school and high school, but for decades, evening self-study has actually always existed, and of course it has always been charged. The Ministry of Education's statement that it is not allowed to provide paid evening self-study services is a bit seriously out of place?

I don't know if the Ministry of Education has thought about it, if it doesn't give money, how many teachers will selflessly dedicate themselves to evening self-study?If the teacher is forced to participate, why not?

I don't know if the Ministry of Education has ever thought about what will happen if the school cancels the evening self-study?Can parents of junior high school and high school have peace of mind?Look at the picture above, Shenzhen canceled evening self-study, parents were furious, and complained to the director of the education bureau, what does this mean?

The school cancels the evening self-study, and the underground remedial class will inevitably have a booming business, and after school, parents will send students to the remedial class. Although the double reduction has to be eliminated from the make-up class, can it be beaten?Underground remedial classes have always existed.

Either way, I think the Ministry of Education should seriously consider the issue of evening self-study:

First, can the self-study on the third night of junior high school be cancelled?

Second, if you can't cancel, should you be charged?

Third, if there is no fee, should it be appropriated?
