On December 18, the Jing'an District Talent Office, together with the District CPPCC Office and Bank of China Shanghai Jing'an Sub-branch, held a symposium on the theme of "Hong Kong and Macao Talent Services".
At the symposium, the cross-border business management team of Bank of China Shanghai Branch introduced in detail the facilitation service plan for the purchase of foreign exchange for Hong Kong and Macao people's salaries, which Jing'an took the lead in exploring. Jing'an District Talent Office, District Political Coordination Office, District Human Resources and Social Security Bureau, District Finance Office and other departments and Hong Kong and Macao representatives had a discussion and exchange, the participants on Hong Kong and Macao talent financial services, children's education, social security payment, talent introduction policies, youth talent employment and other topics to have a heated discussion and put forward opinions and suggestions, all departments on the spot on the issue to respond positively, said that will further build a dialogue and exchange platform with talents, and strive to improve the accuracy of talent services and policies.
In recent years, Jing'an District has been focusing on the goal and task of building a high-level talent cluster, actively exploring new paths for various talent services, and striving to improve the high quality and high standards of international Jing'an talent services. Through the joint operation with the Bank of China Shanghai Jing'an Sub-branch, in-depth visits to enterprises to understand the actual needs of Hong Kong and Macao people, the Bank of China took the lead in launching a green channel for the purchase of foreign exchange for Hong Kong and Macao people's salaries in 12 Bank of China outlets in Jing'an, and solved the "one kind of thing" faced by Hong Kong and Macao people by solving the "one thing" problem of "salary purchase of foreign exchange" for individual members.
Salary purchase is an indispensable financial activity for overseas talents. In the past, foreigners, including Hong Kong and Macao nationals, needed to carry a large number of materials to handle this type of business, and the waiting time for the foreign exchange purchase and payment window was long, and in practice, there was the problem of repeatedly submitting materials for each business transaction, and there were many inconveniences in business handling. In March 2021, the Shanghai Municipal Administration of Foreign Exchange (SAFE) and the Shanghai Municipal Science and Technology Commission (SAFEA) implemented the facilitation service for the purchase of foreign exchange for foreign talents' salaries in the city, adopting the mode of "online application and window verification and acceptance", which greatly simplified the handling process. However, under the existing policy, Hong Kong and Macao people have not been included in the scope of foreign exchange purchase facilitation services for foreign talents, so there are still problems of repeated submission of supporting materials and long waiting time at the window for their foreign exchange purchase business.
In response to this problem, the Jing'an District Talent Office, together with the Bank of China Shanghai Jing'an Branch, will provide a reasonable and compliant solution. After many discussions and communications, and after listening to the opinions and suggestions of Hong Kong and Macao members, an optimized solution for convenient services for salary and foreign exchange purchase was formed by means of pre-examination of materials in advance and quick review of fixed data retention. On December 5, the Hong Kong and Macao committee members took the lead in experiencing the convenient service of purchasing foreign exchange for salaries at Bank of China outlets, shortening the time from 2 hours to 30 minutes.
At present, there are 12 Bank of China outlets in Jing'an, and Hong Kong and Macao people can enjoy the convenient service of purchasing foreign exchange for salaries. In the next step, BOC will also actively promote the process of online financial services for foreigners. At the same time, according to the relevant responsible comrades of the Shanghai Municipal Human Resources and Social Security Bureau, after understanding the needs of Hong Kong and Macao people this time, they will also accelerate the facilitation process of purchasing foreign exchange for Hong Kong and Macao people's salaries in the near future.
In the next step, Jing'an will follow Shanghai's plan to build a high-level talent highland, focus on the goal of building a high-level talent cluster, and provide more solutions in policies and institutional mechanisms to serve Hong Kong and Macao talents and overseas talents, so as to attract global talents to pursue their dreams in Shanghai.
