This is the "demonstration site" of municipal social governance of Daye Municipal People's Court, and it will be selected as a "Provincial Hemei Rural Construction Pilot Village" in May 2023.

It is necessary to grasp the front end, treat the disease before it happens, improve the village rules and regulations, and invite villager representatives to discuss the details of parking regulations and other details, so that everyone will park according to the regulations in the future. Yin Hong and Zhang Qian suggested to Huang Longqiang, and together with the village cadres, they visited the villagers many times, fully listened to the opinions of the villagers, and guided the village to revise and improve the "Nanshi Village" and "Harmony Village" Village Rules and Regulations.
Consciously do a good job of household hygiene, keep the front and back of the house clean and tidy", "do not spit, do not litter", "villagers should respect each other, love each other, help each other, live in harmony, and establish good neighborhood relations......This "Village Rules and People's Covenant" has a total of 15 articles, covering rural environmental improvement, social security, village customs and customs, marriage and family, etc.

Dong and Zhang are both villagers of Nanshi Village, but they have always "looked at each other unpleasantly" and have deep grievances. One day, Dong was driving a heavy-duty semi-trailer and was blocked in the lane by the vehicle in which Zhang was riding. Zhang got out of the car and asked Dong to move the car to give way, and made disrespectful remarksDong got out of the car and pushed Zhang with his hand, and the two sides had a physical altercation, Dong was injured and sued to the court. After the announcement of the new village rules and civil agreement, Dong felt that he had violated the village rules of "living in harmony", and took the initiative to reconcile with the other party and withdraw the lawsuit.
After hearing about this, other villages also wanted to ask the resident village judge to guide them in revising the village rules and regulations. This has attracted the attention and thinking of the party group of Daye Court. "The resident judges skillfully use the 'grassroots constitution' of village rules and conventions to guide villagers to self-restraint and resolve disputes, and promote the formation of a new pattern of rural governance based on village rules and conventions. Nanshi Village has provided us with a new way of thinking, and helping to improve the village rules and regulations is a new way for the people's courts to participate in the grassroots governance of the village. ”
Through in-depth visits and research, Daye Court replicated and promoted the experience of Nanshi Village in the city's people's courts. Up to now, 11 people's courts have guided 54 natural villages in their jurisdictions to formulate and improve village rules and agreements, facilitating the automatic resolution of more than 80 disputes and the automatic withdrawal of more than 20 cases.

In the spring ploughing season, the agricultural season waits for no one. The resident judge immediately reported to the Daye Court, and the court quickly launched the online and offline functions of the "shared court" and the "6411" multi-level resolution mechanism of the non-litigation village (i.e., 6 mediation teams, 4 layers of mediation platform, 1 set of conflict investigation system, and 1 set of governance network), and the leaders of the court in charge went straight to the village and invited the town leaders, people's congress deputies, CPPCC members, and the comprehensive management office, the judicial office, the village elites, village cadres, and the village council to participate in the mediation, and finally facilitated the two parties to reach a settlement agreement.
The successful resolution of this dispute is a microcosm of Daye Court's advocacy of "harmony without litigation". In recent years, Daye Court has continued to carry out the creation of "non-litigation villages", built a "6411" multi-level resolution mechanism for non-litigation villages, gave full play to the online and offline functions of "shared courts", relied on 11 people's courts, set up 14 litigation and mediation docking studios and 32 litigation and mediation docking contact points, and set up a team of more than 200 supervisors and mediators, so as to promote the transformation of grassroots social governance from "settling disputes and ending disputes" to "less litigation and no litigation", and reducing the increase in cases from the source.
In May 2023, the growth rate of the number of cases in Daye Court decreased for the first time, and as of October this year, the increase in the number of civil and commercial cases accepted by the court decreased by 30 compared with February02％。In the city's 383 villages (communities), the litigation rate per 10,000 people is less than 28 villages (communities), and there are more than 200 villages (communities).
