The economic census is a major survey of national conditions and national strength, and together with the population census and agricultural census, it constitutes China's "three major periodic national censuses".
According to the regulations, the economic census is conducted once every five years and is carried out in each year, to comprehensively investigate the scale, distribution, and efficiency of the development of China's secondary and tertiary industries, to find out the basic situation of various types of units, and to grasp the economic ties between industries in the national economy. The standard time point of the fifth national economic census is December 31, 2023, and the census period data is the annual data of 2023, and the on-site registration will be officially launched on January 1, 2024.
Through the census, we can further consolidate the statistical foundation and provide scientific and accurate statistical information support for strengthening and improving macroeconomic governance and scientifically formulating medium- and long-term development plans.

Jones Lang LaSalle Greater China Chief Economist and Director of Research Pang Ming told China Net Finance that the economic census can comprehensively understand the current economic operation and social development, better provide a basis for situation judgment, scientific decision-making and planning, and better achieve the development goal of building a modern economic system.
It is reported that the economic census adopts a combination of census takers to collect census data, census subjects to fill in independently, and departments to submit data to obtain census object data, so as to reduce human interference in data collection.
In order to ensure that the census registration process is carried out efficiently, the statistical departments have made a great deal of preparation. About 2.1 million census instructors and census takers across the country have been organized to actively promote the division and mapping of census areas, the "carpet" household inventory, the investigation of doubts and omissions, and the review and acceptance of data, so as to comprehensively complete the inventory of units and form a unified and complete census directory, laying a solid foundation for the smooth development of census registration.
For the first time, an input-output survey was carried out in an integrated manner.
Compared with the previous four surveys, the biggest change in this census is that it is the first time that input-output surveys have been carried out in an integrated manner.
The input-output survey is a large-scale survey organized to systematically reflect the economic linkages between sectors of the national economy, which has been carried out in every year and has been successfully implemented seven times so far.
Why did the two surveys be co-ordinated?According to the National Bureau of Statistics, although the economic census and the input-output survey have different purposes, the organizational process is similar, and there is overlap in the survey subjects and survey contents.
In the second half of 2022, the National Bureau of Statistics organized special pilot projects in six regions, including Shanxi, to demonstrate the feasibility and necessity of carrying out the two surveys in a coordinated manner. The results of the pilot show that the advantages of conducting input-output surveys in the economic census year outweigh the disadvantages. First, the unification of survey time can collect grassroots data more comprehensively and systematically, which is conducive to improving the coordination of statistical survey data. The second is to make overall arrangements for investigation tasks, which can eliminate duplicate investigation content and integrate duplicate links, which is conducive to optimizing investigation projects and reducing the burden of grassroots work. The third is to coordinate the survey results, which is conducive to achieving a better convergence of economic aggregate and structural data. Therefore, the National Bureau of Statistics has decided to incorporate the input-output survey into the overall organization and implementation of the economic census.
Pang Ming said that the overall planning of input-output surveys in the economic census year is conducive to optimizing the survey process, integrating the survey content, streamlining the survey objects, saving survey time, reducing the burden of the survey, better coordination and overall planning, combining total analysis and structural analysis, vertical and horizontal comparison, qualitative analysis and quantitative analysis, so as to examine and judge the overall characteristics and overall situation of economic and social development from the perspective of as rich and accurate as possible.
