What is fentanyl?
Fentanyl was first developed in 1960 by Belgian physician Paul Janssen. Approved for medical use in the United States in 1968, when it is used in combination with other drugs, it is usually used as an analgesic or anesthetic, and is taken orally and on patches, and is suitable for all kinds of pain and pain after and during surgery.
The analgesic effect of fentanyl is approximately80-100 times that of morphine。For many patients with advanced cancer, long-term persistent cancer pain keeps them awake at night and painful, and fentanyl has become an indispensable "life-saving medicine" for them.
But because fentanyl has a certain *** if it is not supervised by a medical professional, it is very addictive. When fentanyl-like substances are not used for medical purposes, fentanyl can easily trigger "euphoria" in drug use, resulting in respiratory depression and a severe drop in heart rate.
Addicts often do not grasp the dosage well, and it is easy to overdose and die, so fentanyl-like substances are called"Mass Destruction**" of drug addicts
On 1 December 2017, the British newspaper The Guardian, citing data from the UK's National Anti-Crime Agency, reported that since December 2016, the UK has at leastName "addict" causeDied by taking drugs containing fentanyl, a powerful analgesicThe bodies of 70 "addicts" are still being examined, and they are suspected of having used fentanyl-containing drugs before they died.
Case.
Death from drug overdose
Prince, the late rock star, was probably the most high-profile victim of the fake drug fentanyl. Law enforcement said that published reports showed that he died of fentanyl unexpectedly in 2016 because of the appearance of the opioid analgesic Vicodin, which he was taking, which resembled a counterfeit product, and Vicodin, who had been suffering from chronic hip pain.
On October 2, 2017, Staten Island Attorney McMahon tweeted that four Staten Island residents had died from fentanyl overdoses in the past four days, DNAINFO reported.
Coxville Police Chief James Hughes Jr., May 25, 2018He passed out at home and was pronounced dead shortly after. An autopsy revealed that he died of "acute poisoning of fentanyl." Ron Wright, head of the investigative unit, said bags containing "controlled substances" stolen from the exhibit room were found from Hughes' belongings.
Born in December 1976, Jared Romee is an American discus sensation. On September 20, 2019, he went out with a friend for entertainment, suddenly felt unwell and fell asleep, and was found dead by a friend the next day. A medical examiner performed a chemical autopsy that confirmed that he died from heart disease caused by an overdose of fentanyl.
Laws
Fentanyl-like substances are subject to drug control
China has always adopted strict management measures for fentanyl, introduced the concept of analogues, included fentanyl as a whole in the scope of drug control, listed fentanyl-like substances as a whole, and improved the legal and normative system of drug control, providing a strong legal basis for cracking down on and punishing various new drug criminal activities.
Since May 1, 2019, fentanyl-like substances have been included in the Supplementary Catalogue of Non-medicinal Substances and Controlled Varieties of Psychotropic Substances.
The full text of the announcement on the inclusion of fentanyl-like substances in the Supplementary Catalogue of Non-medicinal Substances and Controlled Varieties of Psychotropic Substances is as follows:
In accordance with the relevant provisions of the Regulations on the Administration of Non-medical Products and Psychotropic Substances and the Measures for the Administration of Non-medical Products and Psychotropic Drugs, the Ministry of Public Security, the National Health Commission and the State Drug Administration have decided to include fentanyl-like substances in the Supplementary Catalogue of Non-medical Substances and Psychotropic Substances. "Fentanyl-like substances" are substances whose chemical structure is comparable to fentanyl (N-[1-(2-phenylethyl)-4-piperidinyl]-N-phenylpropionamide) that meets one or more of the following criteria:
1. Use other acyl groups instead of propionyl groups;
2. Use any substituted or unsubstituted monocyclic aromatic group to replace the phenyl group directly attached to the nitrogen atom;
3. There are alkyl, alkene, alkoxy, ester, ether, hydroxy, halogen, halogenated alkyl, amino and nitro substituents on the piperidine ring
4. Use other arbitrary groups (except hydrogen atoms) to replace phenylethyl groups;
If the above-mentioned controlled substances are found to have pharmaceutical, industrial, scientific research or other lawful uses, they shall be adjusted in accordance with the provisions of Article 3, Paragraph 2 of the Measures for the Listing and Control of Non-medical Substances and Psychotropic Substances.
Fentanyl-like substances that have been included in the "Catalogue of ** Substances and Psychotropic Drugs" and the "Supplementary Catalogue of Non-medicinal Substances and Psychotropic Substances" shall be controlled in accordance with the original catalogue.
Knowledge
Why upgrade to"Whole class management"?
Fentanyl-like substances are also one of the representatives of laboratory drugs, which have the characteristics of easy synthesis, fast fission, and many derivatives. The simple understanding is that fentanyl is constantly mutating, and when you put on a vest, it becomes a new drug, and when you put on another vest, it becomes another new drug, and it is like a tree branch that keeps branching. Therefore, the regulation of fentanyl-like substances means going back to the source. Yu Haibin, National Drug Control Office:This time, the whole category of control is no longer a single fentanyl-like substance, but all substances with similar chemical structure and effect to fentanyl are controlled. If we use a mathematical analogy, there are probably thousands of such controls.
This will effectively deal with the problem of rapid mutation of new drugs and difficulty in cracking down. Because it mutates quickly, criminals can create new drugs by modifying the chemical structure of the controlled fentanyl, which is not within the scope of the law, so that the drug fight has been lagging behind. After the whole category is listed, this loophole is effectively plugged and effectively prevented criminals from evading legal crackdowns.
Fentanyl drugs have not been abused on a large scale in our country, but there is no drug problem in China, it is a global and fast-moving problem. Through legislation, we can take precautions and prevent problems before they occur, and effectively prevent such drugs from posing a threat to the lives and health of our people.
Drugs are a problem of globalization. The upgrading of fentanyl to the whole category of control demonstrates China's responsibility for global co-governance on the drug issue, and it is also a reflection of China's position of adhering to strict drug control.
How to grasp the sense of proportion?
Because fentanyl is a drug on the one hand, it is needed by the people, and on the other hand, it is a drug
Yu Haibin, National Drug Control Office:
In order to ensure this balance, we have a special provision in the announcement: if it is found that there are legitimate uses in controlled substances, including medical, industrial, scientific research, etc., measures shall be taken to adjust the management catalogue in a timely manner.
This adds another important duty and task to the regulatory authorities, not only to discover and crack down on those illegal substances that cause great harm to people, but also to adjust the management catalogue of substances legally used in scientific research in a timely manner.
The whole category of management is not only an attitude but also an innovation in the concept of control
The entire category regulates fentanyl-related substances, which makes fentanyl-related crimes undetectable. This is, first and foremost, a firm attitude and determination. At the same time, it is also an innovation in the concept of control.
From the "chasing after the management" of "discovering a new kind and listing the management of another" to the present "taking precautions and demarcating the forbidden areas in advance", we have put an end to the trick of lawbreakers vainly trying to escape from criminal responsibility by changing their vests, greatly improving the efficiency of control and also enhancing the effectiveness of drug control. This is not only an important step in China's drug control, but also China's contribution to building a "drug-free world".
More than 100 years ago, China was deeply poisoned. From the sale of cigarettes in Humen to the entire list of fentanyl-like substances, no one should doubt China's determination to fight drugs. China will never say no to "poison".
For a country, the war against drugs is an arduous and long-term struggle For individuals, it is the responsibility and obligation of each of us to consciously stay away from drugs, so only the rational and standardized use of fentanyl under the professional guidance of doctors and pharmacists can make it become an angel to accompany patientsNational anti-drug starts with you and me!
