The Provincial Information Office held a regular briefing on the provincial policy today to interpret the recently issued "Three-Year Action Plan for Domestic Waste Classification in Shandong Province (2023-2025)". The "Action Plan" makes it clear that by the end of 2025, all cities will establish a sound domestic waste classification legal system, comprehensively establish a long-term management mechanism for domestic waste classification, residents will generally form garbage classification habits, and counties (cities, districts) will basically build a domestic waste classification and treatment system.
According to reports, at present, all counties (cities, districts) in the province have implemented domestic waste classification, and the coverage rate of domestic waste sorting facilities in urban residential areas of districted cities has reached more than 95%, and the utilization rate of municipal solid waste has reached more than 36%. In the city, the "four-point method" model is implemented, and the local agricultural treatment and resource utilization path is actively explored in the rural areas, and the province's domestic waste incineration treatment capacity reaches 8870,000 tons per day, kitchen waste treatment capacity of about 8,400 tons per day, domestic waste basically achieved "zero landfill".
The period from 2023 to 2025 is a critical stage for the in-depth promotion of garbage classification in our province. Zhou Shandong, deputy director of the Provincial Department of Housing and Urban-Rural Development, introduced that in order to further promote the quality and efficiency of garbage classification, the "Action Plan" has clarified the key tasks from six aspects, including source reduction, front-end delivery, mid-end collection and transportation, end disposal, publicity and education, and demonstration and guidance.
In terms of source reduction, the "Action Plan" proposes to advocate "green office", strengthen the management of excessive packaging of commodities, promote the listing of clean vegetables, and widely carry out the "CD-ROM action" to effectively reduce the amount of kitchen waste generated and promote the use of disposable plastic products.
The action plan proposes that it is necessary to scientifically and reasonably set up domestic waste classification points, innovate the delivery mode according to local conditions, focus on residential areas, and promote the "removal of barrels and points (removal of barrels to build stations) + regular fixed-point classification + fixed-point supervision and guidance" "point station (room) linkage + property operation" or "regular door-to-door collection" and other classified delivery models, and encourage the joint construction and sharing of fine classification facilities for hazardous waste.
In terms of the mid-end collection and transportation of domestic waste, the "Action Plan" proposes to strengthen the management of classified transportation vehicles, improve the construction and management level of classified transfer facilities, improve the utilization system of material resources, and promote the classified collection, transportation and disposal of hazardous waste.
At the same time, the overall planning and construction of solid waste comprehensive disposal bases, accelerate the construction of kitchen waste treatment facilities, and strengthen the planning and construction management of domestic waste incineration treatment facilities.
In addition, our province will also make full use of a new generation of information technology to enrich the informatization and intelligent application scenarios of domestic waste classification. Promote the construction of an intelligent management platform for domestic waste classification, promote "one network unified management", and continuously improve the level of waste classification and treatment.
