The main functions of the Office for National Security in the Hong Kong Special Administrative Region are to coordinate and guide the work of the National Security Committee of the Hong Kong Special Administrative Region, collect and analyze relevant intelligence information, and handle all kinds of dangerous cases.

Although the Hong Kong Garrison is a regular army-level unit, the commander and political commissar of the Hong Kong Garrison have long been appointed as lieutenant generals at the level of deputy major military regions. After the current round of military reform, the two military and political chiefs of the Hong Kong Garrison are no longer appointed as deputy theater-level lieutenant generals, but have been reassigned to major generals at the regular army level.
