Recently, there has been a new discussion about the establishment of cities with separate planning status.

At present, there are five major cities with independent planning in China, namely Dalian, Qingdao, Ningbo, Xiamen and Shenzhen, all of which are coastal cities.

There is a view that the central region can consider setting up Luoyang and Xiangyang as cities with separate plans to help the comprehensive and balanced development of inland areas.

Sichuan, Hunan, Anhui, Jiangxi and other provinces are also expected to emerge as new cities with separate planning status, so as to achieve a more balanced development phenomenon.
