Basic conditions: Small and medium-sized enterprises that have been registered in the territory of the People's Republic of China for industry and commerce, have been in continuous operation for more than 3 years, have independent legal personality, and meet the requirements of the "Provisions on the Classification Standards for Small and Medium-sized Enterprises", and belong to the "specialized, special and new" small and medium-sized enterprises recognized or cultivated by the provincial competent departments of small and medium-sized enterprises or other small and medium-sized enterprises with strong innovation ability and outstanding market competitive advantage.
Adhere to the professional development strategy, focus on and deeply cultivate a certain link or a certain product in the industrial chain for a long time, and can provide key parts, components and supporting products for large enterprises and large projects, or private label products that are directly oriented to the market and have competitive advantages.
With continuous innovation ability and R&D investment, continuous innovation in R&D and design, manufacturing, marketing, internal management, etc., and have achieved significant benefits, with a certain demonstration and promotion value.
Attach importance to and implement long-term development strategy, corporate governance norms, good reputation, strong sense of social responsibility, domestic leading production technology, process and product quality performance, pay attention to green development, strengthen the construction of talent team, have good brand influence, and have the potential to develop into an internationally renowned enterprise in related fields.
Special conditions: economic benefits. As of the end of the previous year, the average growth rate of main business income or net profit in the past two years reached more than 5%, and the asset-liability ratio of the enterprise was not higher than 70%.
Degree of specialization. Establish and improve the cultivation library of "specialized, special and new" enterprises, establish phased work objectives, tasks and measures to ensure that the cultivation work achieves practical results.
Strengthen policy support. Improve the support policies for "specialized, special and new" small and medium-sized enterprises and "little giant" enterprises, and establish a working mechanism for departmental coordination and joint promotion. Implement the spirit of the reform of the market-oriented allocation system of factors, and promote the agglomeration of factor resources such as technology, talents, and data to "specialized, special and new" enterprises. Specialized, special and new "little giant" enterprises are mainly concentrated in high-end equipment manufacturing, new generation information technology, new materials, biomedicine, energy conservation and environmental protection and other strategic emerging industries and traditional industry upgrading, accounting for more than 80%;The average market share of the leading products of specialized and new "little giant" enterprises in the market segment has reached 30%, of which more than 40% of the company's leading products rank among the top three in the market segment, and more than 20% of the company's leading products rank first in the country in the market segment.
Fourth, the review requirements of specialized, special and new "little giant" enterprises
The validity period of the recognition of specialized, special and new "little giant" enterprises is 3 years, and after the expiration of the identification period, it shall be reviewed in accordance with the requirements of the Ministry of Industry and Information Technology to ensure that the enterprise continues to meet the certification conditions and maintain the development direction of specialization, innovation and branding. The review requirements are as follows:
Review time. 6 months before the expiration of the validity period of the identification of specialized, special and new "little giant" enterprises, the provincial-level competent department for small and medium-sized enterprises shall organize and carry out the review work, and the review results shall be reported to the Ministry of Industry and Information Technology for the record.
Review the content. The content of the review includes the basic situation of the enterprise, economic benefits, degree of specialization, innovation ability, operation and management, etc., mainly to check whether the enterprise continues to meet the basic conditions and special conditions of the specialized, special and new "little giant" enterprise, and whether there are any of the following situations:
The scale of the enterprise exceeds the provisions of the "Provisions on the Classification Standards for Small and Medium-sized Enterprises", or the enterprise transforms and develops, and no longer belongs to the "specialized, special and new" small and medium-sized enterprises or other small and medium-sized enterprises with strong innovation ability and outstanding market competitive advantage.
The economic efficiency of the enterprise declines, the average growth rate of main business income or net profit is less than 5%, or the asset-liability ratio of the enterprise is higher than 70%.
The degree of specialization of the enterprise is reduced, the main business income accounts for less than 70% of the operating income, or the share of the leading products in the market segment declines, or the popularity and influence in the domestic subdivision industry is weakened.
The innovation ability of enterprises declines, the number of effective invention patents or utility model patents, design patents, and software copyrights decreases, or R&D institutions are revoked, or the core business is no longer supported by information systems.
The operation and management of the enterprise is chaotic, the independent brand is lost, or the relevant management system certification and product certification are invalid, or the production technology, process and product quality performance are backward, or the requirements of green development are violated, or the construction of the talent team is lagging behind, or the brand influence is declining.
Review the results. The results of the review are divided into two types: passed and unpassed, the enterprises that have passed continue to enjoy the relevant policy support of specialized, special and new "little giant" enterprises, and the enterprises that do not pass will be disqualified from the identification of specialized, special and new "little giant" enterprises, and will no longer enjoy relevant policy support, and will be publicized in the official ** of the Ministry of Industry and Information Technology.
