The mainland announced that from August 1, the number of permitted varieties of fruits in Taiwan will be expanded from 12 to 18, and 15 of these fruits will be subject to zero-tariff measures on imports, which has been welcomed by the majority of Taiwanese farmers.

**Approved the expansion of the functions of the "Cross-Strait Agricultural Cooperation Experimental Zone" in Fujian and Zhangzhou to the whole province of Fujian.

Fujian, Shandong, Heilongjiang and other places have set up or are setting up Taiwan farmers' pioneer parks to create a new platform for cross-strait agricultural cooperation.

The two sides of the Taiwan Strait held a "Forum on Technical Standards for the Information Industry" to exchange views and reach a consensus on strengthening cross-strait exchanges and cooperation in the field of information technology standards and other fields.

**The Taiwan Affairs Office and the China Development Bank signed the "Agreement on Supporting the Development of Development Finance for Taiwan Compatriots to Invest in Enterprises", and formulated and promulgated the "Interim Measures for Loans from the China Development Bank for Taiwan-funded Enterprises".

This includes the formal recognition of Taiwan's higher education qualifications, the opening of Taiwan compatriots to participate in the qualification examinations for mainland customs brokers and registered architects, and the establishment of fixed consultation areas and specialized outpatient departments in hospitals in areas where Taiwan compatriots are concentrated.

Three landing endorsement ports for Taiwan compatriots in Shenyang, Dalian and Chengdu will be added, and Huaxia Bank will provide 20 billion yuan of financing support and a variety of financial services for Taiwan-funded enterprises within five years.

The relevant departments of the mainland have also formulated the "Administrative Measures for Mainland Residents to Travel to Taiwan" and set up relevant non-governmental negotiation institutions.

In 2007, the mainland of the motherland further strengthened cross-strait economic and trade exchanges and introduced a number of policies to benefit Taiwan compatriots.

In April, the mainland promoted the convening of the "Third Cross-Strait Economic, Trade and Cultural Forum" and introduced 13 measures to benefit Taiwan. They are:

1) In order to further promote cross-strait educational exchanges and cooperation, institutions of higher learning in the Taiwan region are welcome to recruit mainland students, and relevant mainland departments will provide necessary assistance for mainland students to study in Taiwan.

2) To further facilitate Taiwan compatriots to travel to and from the mainland, starting from May 15, 2007, three additional endorsement points for Taiwan compatriots at the ports of Guangzhou, Qingdao and Wuhan will be set up to handle endorsement procedures for Taiwan compatriots.

3) In order to further promote cross-strait talent exchanges, this year Taiwan residents will be reopened to 15 categories (items) of professional and technical personnel qualification examinations, including:

Economics, Accounting, Health, Computer Technology and Software, Quality Management, Translation, Auctioneer, Licensed Pharmacist, Cotton Quality Inspector, Registered Asset Appraiser (including Jewellery Appraisal), Real Estate Appraiser, Real Estate Agent, Cost Engineer, Certified Consulting Engineer (Investment) and Certified Tax Agent.

Professional and technical personnel in Taiwan who meet the application conditions can apply to the relevant majors of the provinces, autonomous regions and municipalities directly under the Central Government in mainland China to participate in the above 15 examinations.

At present, the relevant departments are stepping up preparations for the implementation of the relevant examinations.

4) Encourage Taiwan-related enterprises to directly invest in the construction and operation of wharves and highways on the mainland.

5) Taiwan's relevant shipping and road transport enterprises may directly set up wholly-owned shipping, container transportation services, cargo warehousing, container terminals, international ship management, non-vessel operating common carriers, road freight and automobile maintenance enterprises, as well as joint venture international shipping and road passenger transport companies in the mainland.

The business scope of the above-mentioned wholly-owned shipping company is: to provide daily business services such as cargo collection, issuance of bills of lading, settlement of freight, ship ** service and signing of service contracts for ships owned or operated by the parent company.

The business scope of the above-mentioned wholly-owned container shipping service company is:

Engaged in booking, unpacking, warehousing, issuing receipts for goods, collecting freight and other approved services, repairing and maintaining containers and their equipment, liaising and signing transportation service contracts with trucking companies, etc.

6) Taiwan passenger transport companies engaged in direct maritime navigation between the coastal areas of Fujian and Kinmen, Matsu and Penghu may set up offices at relevant ports in Fujian to engage in relevant ticketing business.

The transportation income obtained by shipping companies on both sides of the Taiwan Strait from engaging in direct maritime navigation between Fujian and Kinmen, Matsu and Penghu in the mainland is exempt from business tax and enterprise income tax.

7) To facilitate the training and certification of Taiwanese seafarers and divers, and to charge or exempt examination and certification fees.

8) Support and encourage non-governmental professional organizations on both sides of the strait to carry out technical exchanges and cooperation in cross-strait maritime search and rescue and salvage.

The mainland's professional rescue forces will go all out to provide emergency relief to natural disasters and shipwrecks in the Taiwan Strait, and jointly safeguard human life and environmental safety in the Taiwan Strait.

9) On the basis that Beijing, Shanghai, Guangzhou, and Xiamen have become the first batch of cross-strait direct charter flight locations, the second batch of direct flight charter locations will be opened one after another according to market demand and the airport's comprehensive support capacity.

Specifically: Chengdu, Hangzhou, Nanjing, Shenzhen, Dalian, Guilin. At the same time, Tianjin, Fuzhou, Chongqing, Zhuhai, Shenyang, Qingdao, Guiyang and other airports will be opened as alternate airports for the above-mentioned charter locations.

10) In the event of an emergency during flight, Taiwan's civil aviation aircraft may land at an airport open to the outside world through the effective communication channels established by the civil aviation circles on both sides of the strait.

The mainland's civil aviation will provide safe, reliable, convenient and efficient services for Taiwan compatriots and Taiwan's civil aviation operators.

11) Starting from May 1, 2007, all airlines flying cross-strait charter flights in Taiwan may set up offices or representative offices at all open mainland charter locations.

12) Improve relevant laws and policies, and encourage, support, and expand the scope and mode of cooperation between the civil aviation industry on both sides of the strait, including allowing joint ventures to establish airlines, joint ventures to build airports, joint production of in-flight supplies, joint procurement of aviation materials, and the establishment of shared aviation parts libraries.

Encourage and support airlines on both sides of the strait to establish closer partnerships in various aspects such as aircraft maintenance, cargo warehousing, ground protection, market development, business operation, sharing, strategic alliances, and network extension, and carry out wide-field, multi-channel, all-round, and in-depth exchanges and cooperation.

13) The five colleges and universities under the Civil Aviation Administration of China will actively carry out various forms of inter-school and school-enterprise cooperation with relevant parties in Taiwan to jointly cultivate talents suitable for civil aviation.

Taiwan students are welcome to apply for civil aviation colleges and universities in the mainland, and Taiwanese maintenance personnel and students majoring in aircraft maintenance are allowed to apply for the mainland maintenance license, and they are encouraged to work in the mainland.

In September, the Ministry of Education announced that Taiwanese students in institutions of higher learning would be charged the same fees as mainland students, unilaterally recognizing Taiwanese academic qualifications, and warmly welcoming Taiwanese colleges and universities to recruit students in the mainland.

These positive deeds have played a positive and important role in comprehensively and effectively protecting the legitimate rights and interests of Taiwan compatriots in Taiwan and in promoting the rapid development of cross-strait economic, trade, and cultural exchanges.
