From December 8th to 10th, the 3rd Annual Conference on Educational Evaluation was held in Chongqing with the theme of "Educational Evaluation Reform for the Construction of an Educational Power". The annual conference was co-sponsored by the Educational Evaluation Committee of the Chinese Society for Educational Development Strategy and Southwest University, and jointly organized by the Department of Development Planning and Discipline Construction, the Faculty of Education, the School of Teacher Education, the Educational Evaluation Reform Research Center, the Affiliated Middle School, and the Affiliated Primary School of Southwest University. The conference set up the main forum, the theme of the parallel forum, academic views sharing, topics and scientific research results release and other colorful activities, the event invited more than 170 experts and front-line practitioners to make academic reports and experience sharing, attracted nearly 700 from the national education administrative departments, higher education, scientific research institutes, vocational education, basic education, educational academic journals and other levels of various member units, departments and engaged in or concerned about education evaluation work representatives participated in the conference.
At the opening ceremony, Han Jin, President of the Chinese Society for Education Development Strategy and former Secretary of the Party Committee of Wuhan University, said in his speech that it is necessary to adhere to the correct direction of educational evaluation reform, give full play to the advantages of professional fields, adhere to seeking truth from facts, follow the laws of education, and provide strong support for building a world-class education evaluation system with Chinese characteristics, accelerating the construction of an educational power, running a satisfactory education for the people, and realizing educational modernization. Chen Yu, the second-level inspector of the Chongqing Municipal Education Commission, pointed out that the reform of educational evaluation in the new era should adhere to the overall situation of service, method innovation, classified guidance, and pilot guidance, and "buckle the button" in strategic planning, "bear the burden" in the promotion of work, "nail the nail" in the implementation, and "explore the way" in replication and promotion. Professor Zhang Weiguo, President of Southwest University, said that colleges and universities, as the best combination of science and technology as the first productive force, the first resource of talents, and the first driving force of innovation, should effectively focus on the construction of a high-quality education system, take the reform of educational evaluation as the traction, and promote the reform of education methods, school-running models, management systems, and guarantee mechanisms as a whole, and make every effort to fight the "hardest battle" of evaluation reform. At the meeting, the Chongqing Municipal Education Work Leading Group of the Communist Party of China and the Chongqing Municipal Education Commission awarded plaques to the Chongqing Higher Education Research Center for Educational Evaluation Reform (Southwest University), Chongqing Educational Evaluation Reform Basic Education Research Center (Chongqing Education Evaluation Institute), and Chongqing Vocational Education Research Center for Educational Evaluation Reform (Chongqing Industrial Vocational and Technical College). The opening ceremony was presided over by Wang Dianjun, a national school inspector, vice president of the Chinese Society for Education Development Strategy, chairman of the Education Evaluation Professional Committee, and a professor at Tsinghua University.
At the main forum of the conference, Professor Lin Jianhua, Vice President of the Chinese Society for Education Development Strategy, former President of Peking University, and Director of the Center for Future Education and Management Research of Peking University, profoundly revealed the logic of higher education evaluation based on the rational judgment of the essential characteristics of universities. Zheng Quanshui, academician of the Chinese Academy of Sciences, chief professor of Qian Xuesen class of Tsinghua University, and founding dean of Shenzhen 01 College, reviewed the practical experience of Qian Xuesen's experimental class at Tsinghua University and shared his thoughts and experience in the selection and evaluation of top-notch innovative talents. Professor Dong Jichang, Vice President of the University of Chinese Academy of Sciences, shared his thoughts on the reform of university evaluation under the integrated layout of education, science and technology talents, based on the school-running practice of the University of Chinese Academy of Sciences. Liu Yidong, a researcher at the Institute of History of Natural Sciences, Chinese Academy of Sciences, gave a speech on the theory and practice of educational evaluation based on the construction of first-class disciplines and the selection of academic leaders. Professor Li Xufeng, Secretary of the Party Committee of Southwest University, focused on "why", "what" and "how", and shared the practical experience of university teacher evaluation reform guided by multiple classification and quality contribution. Professor Wang Dianjun of Tsinghua University, who adheres to the problem-oriented approach and draws on international experience, shared his thinking and practice of student-centered comprehensive evaluation. Professor Yang Zongkai, Vice President of the Chinese Society for Education Development Strategy and President of Wuhan University of Technology, shared the logical mechanism, practical exploration and development trend of new technology enabling education evaluation, and put forward thinking suggestions for new technology innovation in education evaluation. Professor Chen Li, former vice president of Beijing Normal University, gave a speech on the current situation, problems and reform trends of information technology to support the comprehensive quality evaluation of students. Professor Xin Tao, Deputy Director of the Basic Education Quality Monitoring Center of the Ministry of Education, answered the logical mechanism, development practice and future trend of technology-enabled education evaluation with an open vision, profound thinking and strategic judgment. Professor Li Zhimin, Vice President of the Chinese Society for Education Development Strategy and Chairman of the Talent Development Professional Committee, put forward new ideas, new ideas and new methods to promote the integrated development of education, science and technology, and talents with profound theoretical thinking. The main forum was chaired by Professor Li Wuyi, Vice Chairman of the Education Evaluation Professional Committee of the Chinese Society for Education Development Strategy and former Vice Dean of the National Academy of Education Administration, Professor Zi Yanyang, Principal of the High School Affiliated to Xi'an Jiaotong University, Professor Zhou Guangli, Director of the Evaluation Research Center of Chinese University, and Researcher Ge Xinyong, Executive Director and Vice President of Southwest University.
The conference set up seven thematic parallel forums, including the theory and practice of higher education evaluation reform, the research and practice of vocational education evaluation reform, the research and practice of basic education evaluation reform, the research and practice of regional education evaluation reform, the cultivation and evaluation of scientific and technological innovation talents, the evaluation of artificial intelligence empowered education, and the forum of young scholars.
At the closing ceremony, Professor Wang Dianjun, vice president, said that the annual meeting closely focused on the theme of "Educational Evaluation Reform for the Construction of an Educational Power", conducted in-depth discussions, exchanged extensively, put forward new ideas and views, and shared new practices and experiences, involving higher education, vocational education, basic education, regional education, scientific and technological innovation, artificial intelligence empowerment and many other fields, and achieved fruitful results, which gathered new consensus, added new impetus and expanded new influence for the educational evaluation reform that serves the construction of an educational power.
During the meeting, the key points and general topics of education evaluation in 2023 of the "14th Five-Year Plan" were also released, and the 2023 annual council meeting of the Education Evaluation Special Committee of the Chinese Society for Education Development Strategy was held.
