The helplessness of the village based team

Recently, I have encountered a few things related to the village, which makes people feel helpless.

The first thing is to participate in a full moon wine recently, during the banquet met an old leader in the past, after a pleasantry, the old leader said that I haven't seen you for a long time, what have you been busy with lately?I said that I have been going to the countryside and stationed in the village, and I rarely go back to work. As soon as he heard it, he beat me and said: "It's beautiful to stay in the village, there is nothing to do and subsidies, I can't go if I want to." Although it was a joke, I could also hear that his words also represented a large part of people's views on the village-based team, "less work and more money".

In fact, it is not difficult to figure out this matter, and it is clear to see who the people who go to the countryside and the village are and what kind of work the team in the village does.

Now different from the period of poverty alleviation, many units send out people are divided into several categories: the first type is the key training objects of the unit, the fast ones can't work for a year, and the slow ones don't exceed two years before they are promoted, and there are not many such people. The second type is the long-term resident personnel, who have been decoupled from the unit, and there are not many of you for the unit, and they cannot go back every time they are rotated. The third category is the thorn in the unit, the personnel who are not easy to manage, and the people who are not welcomed by the leaders ....... The fourth category is those who are about to retire, and these people do not go to work at the work unit, and they go to the village to eliminate the loopholes that exist when the leaders check their posts in the discipline inspection department.

In the face of this situation, if you really let those who say cool things go, he really doesn't necessarily go when he considers his future, family and other factors.

It is not easy to work in the villages, not to mention working more and working less, that is, facing the masses every day, and how to deal with the masses is a kind of knowledge. When some people see the masses complaining about problems, they fail to ascertain the actual situation and make arbitrary statements, causing unnecessary trouble to the grassroots units. There was once a helper who did not understand the actual situation and did not understand the subsistence allowance policy when he entered the household, so he told the recipient of the help that you can apply for the subsistence allowance, and after he left, the masses went to the village cadres to apply for the subsistence allowance, and if the village cadres did not give her the subsistence allowance, he would think that the village cadres deliberately made it difficult for him, making the village cadres very passive.

Some people do not speak in a way in the face of the masses, which hurts the hearts of the masses. There was once such an incident, the inspectors went to the house to inspect and asked the masses face-to-face, you have cancer, and the family members were angry and drove him out of the house.

There are also some people who continue the work style of the organs in the villages, tell the truth and do things according to the rules, and finally come into conflict with the masses. For example, if someone reports to you that your son does not respect his parents, and you support his parents to sue your son in court or report to the relevant departments, after the public power intervenes, the father and son turn against each other, causing new conflicts, and both parties are dissatisfied with you. Therefore, the village not only faces all kinds of work every day, but also has to face all kinds of varied, reasonable and unreasonable demands of the masses, and each of them is not so easy to deal with.

The second thing is that the subsidy in the village has not been paid a single point since the end of the year. When I asked the finance of the unit, the finance said that it was reported to the finance every month, but the staff of the finance bureau said that many units had not sent it, and if it was sent to you, other people would complain, so they did not send it first. Later, I asked other village-based personnel, and some village-based work teams of some Standing Committee departments issued them, but I really couldn't figure it out, and you said that if you do the same work, the subsidy will also depend on whether the dispatching unit has power. If that's the case, then it's okay to choose from a powerful unit, and if there is no powerful unit and the support force is weak, don't choose it.

In fact, I have also thought about this issue, and it is necessary to put all the personnel stationed in the village into one unit or set up a new unit or a unified organizational department.

On the one hand, the salaries, subsidies, and economic and political treatment of the personnel stationed in the villages should be unified to prevent unfairness caused by different dispatching units.

On the other hand, according to the rural revitalization plan formulated by the personnel in each village, the new agency can select the best of the best and coordinate the relevant departments to implement the plan to solve the problem. It is avoided that because of the uneven power and resources of the dispatching units, no matter how good the ideas of the personnel stationed in the villages of the disadvantaged units are, they cannot be implemented.

The third is to unify and coordinate the implementation of relevant projects. Differences in dispatching units should not lead to new inequalities between villages. In the villages contracted by strong departments such as finance, transportation, and ministries and commissions, the infrastructure in the villages has been upgraded several times, while the villages contracted by weak units have not been able to land a project for many years, and they still can't walk on cement roads and can't eat tap water.

Fourth, it is possible to avoid the phenomenon of these departments making things difficult for the people stationed in the villages because the leaders of certain units have offended themselves.

In fact, there are many things that I haven't personally experienced, so how can I understand the ups and downs. There are many helplessness of the village-based team: people can't coordinate capital projects with small words, the dispatched unit has limited resources and can't give you decent support, the unit leaders don't pay attention to their own work, they can't carry out their work well, they fill out more forms and check more tasks, they have a confused future, and their families are difficult to take care ......of. The most helpless thing is that others still don't understand, thinking that you have less work in the village and still have subsidies.
