To give better play to the advantageous role of trade union organizations in the construction of grassroots democratic politics and the practice of social governance, it is necessary to follow the general idea of modernizing trade union work, and form a collection of multiple paths in the process, field, level, subject, and intelligence of social governance.
The modernization of national governance is an important part of China's modernization. The participation of trade unions in social governance is not only an important path for trade unions to serve Chinese modernization, but also an important part of the modernization of trade union work. It is necessary to continuously innovate and improve the organizational forms and institutionalized channels for trade unions to participate in social governance, and give better play to the advantageous role of trade union organizations in the construction of grassroots democratic politics and the practice of social governance.
At present, under the influence of changes in the development environment at home and abroad, the demands of China's workforce are gradually diversified, the impact of changes in social network public opinion on employees' psychological expectations is deepened, and trade unions are facing many new opportunities and challenges in participating in social governance. The construction of the path for trade unions to participate in social governance should follow the general idea of the modernization of trade union work, and form a collection of multiple paths in the process, field, level, subject, and intelligence of social governance.
First, the participation path of social governance based on the whole process. First, at the macro level, from the perspective of legal system construction, strengthen the participation of labor relations laws and regulations at the source, clarify the basic principles of integrating labor governance into the social governance system, and improve the basic institutional guarantee for trade unions to participate in social governance. Second, at the mesoscopic level, adhere to goal-oriented, problem-oriented and effect-oriented, from preliminary legislative research and policy demonstration to consensus to form a social governance target system, and form a "closed-loop management" of social governance systems at different levels of trade unions. Third, at the micro level, the specific measures and methods for grassroots trade unions to participate in social governance should be clarified. Based on the analysis of the management and implementation process of social governance information, the participation in governance is divided into three different development stages: before, during and after the analysis of the management and implementation process of social governance informationWith the accuracy of work content as the standard, clarify the goals, plans and indicator systems for participating in social governance, help employees improve their quality of life with inclusive services, and meet their needs for career development and social security.
Second, it is based on a wide-ranging path of social governance participation. The first is to strengthen the study of labor security policies and basic theories of trade unions. Promote the deepening of theoretical research on the corporate governance structure and pilot projects at the grassroots level;Promote the construction of a democratic corporate governance structure and system for enterprises, and protect employees' rights to know, participate, express and supervise. The second is to carry out new practices to create harmonious labor relations. Promote the inclusion of the framework for the protection of group rights and interests in theoretical research and pilot projects for system construction, and shift from post-event rights protection to ex-ante rights protection;With the help of the "Internet + Trade Union" project, we will deepen the democratic management of enterprises and institutions, and improve the tripartite consultation mechanism for labor relations at all levels. The third is to continuously enhance the capacity of rights protection services. Promote cooperation between trade unions at all levels, human resources and social security departments, and courts, and improve the labor arbitration system and labor dispute litigation system. Discuss and jointly build and share harmonious labor relations in the new era, and improve the micro labor rule of law environment with harmonious labor relations.
Third, based on a multi-level social governance participation path. First, systematic. According to the trade union's own organization and management system, give full play to the role of the county (district) level, township (street) and village (community) trade unions, solve the problems of "organizational fault" and "work disconnection" at the grassroots level, and promote the establishment of "small" trade unions. The second is linkage. Strengthen matrix management from the national, provincial, municipal, and unit enterprise levels, and form a top-down implementation path and a bottom-up feedback path. Improve the joint meeting system between local trade unions and the highest level at the same level, establish and improve the communication and consultation mechanism between trade unions at all levels, industrial trade unions and relevant functional departments and industry associations at all levels, and jointly do a good job in social governance. The third is accuracy. With the systematic rights protection and services provided by the trade union work system for employees as the basic module, and the list of standardized goals and tasks for trade union organizations at all levels to participate in social governance as the starting point, according to the participation in governance space at different levels and regions, promote the precise rights protection and service work of trade unions.
Fourth, the participation path of social governance based on multiple agents. One is diversification. While pluralism brings the vitality of social organizations and the creativity of responsible subjects, it also leads to discrete and polycentricity. Trade unions need to study and grasp the new ecology of social stratification structure and enterprise organizational form, scientifically analyze and systematically judge the new laws and new characteristics therein, find out the positioning of participation in social governance, and make targeted dynamic adjustments. The second is structuring. In the main structure of participating in social governance, trade unions should cooperate with the party committee, undertake relevant social functions, link employees, employers and relevant departments, and form a joint force for each subject to perform its duties. The third is collaboration. The co-governance and sharing of multiple subjects needs to achieve close institutional connection and mechanism cohesion, and realize the goal of social governance through the unity and cooperation of multiple social subjects. Give play to the exemplary and leading role of all kinds of social organizations with the goal of serving employees, improve the socialization, professionalization, and specialization of trade union organizations themselves, shift the focus of work down to grassroots organizations, and shift the focus of work to all kinds of employee groups that need social help the most.
Fifth, the participation path of social governance based on high intelligence. The first is to establish an intelligent management and security system. Through the seamless connection of the office network and the employee service network, the information communication, exchange and consultation within the trade union, between the trade union organization and other social governance subjects are fully realized, and the collective wisdom and collective efforts of multiple subjects and multi-layer structures are brought into playConstruct the docking between multi-subject platforms, science and technology platforms, and between multiple platforms and science and technology platforms, accelerate the implementation of basic information on social governance, realize the fine management of various basic elements, and provide guarantees for the practical application of holographic retrieval and intelligent research and judgment. The second is to establish a path for external scientific and technological intelligence to participate. Lay a good data foundation, with the help of information systems such as the government affairs intranet and the government affairs extranet, strengthen the ability to obtain, analyze and process data, and build a basic database of trade union work and membership information. Promote the networking of trade union business, build an online work platform system and an e-government system, reengineer and innovate the work process of trade union services, and realize informatization, automation and visualization of work. Build the best matrix of the trade union system, smooth the channels for policy communication and feedback of opinions, grasp the leading power of the trade union network, and enhance the communication, guidance and influence.
