Four deputies to the National People's Congress walked into the "May Fourth Constitution" historical materials exhibition hall.
Located in Hangzhou's West Lake, the "May Fourth Constitution" Historical Data Exhibition Hall is the country's first exhibition hall with the theme of the Constitution, of which the Beishan Street Museum is located in Building 30, No. 84 Beishan Street, is the office of the first constitution of New China when it was drafted in HangzhouLocated at No. 54 Qixialing, the Qixialing Museum District takes the publicity and education of the current Constitution as the main content, and has a theme exhibition of "The Constitution is Around Us".
Since its opening on December 4, 2016, the museum has received 2 million visits from the public. On the occasion of the 10th National Constitution Day, I once again walked into the "May Fourth Constitution" Historical Materials Exhibition Hall located in Beishan Street, Hangzhou, Zhejiang Province, to understand the birth and historical significance of the "May Fourth Constitution". In the exhibition hall, a copy of the certificate of election of the deputies to the First National People's Congress of the People's Republic of China attracted my special attention, which was the certificate of election issued by the then "** Election Committee" to the older generation of revolutionaries Zhang Dingcheng in September 1954, on the eve of the first National People's Congress. At this congress, the first Constitution of the People's Republic of China (i.e., the "May Fourth Constitution") was adopted, and Zhang Dingcheng was elected procurator general of the Supreme People's Procuratorate.
The reason why I have a special affection for this exhibit is that I was elected as a deputy to the National People's Congress in January this year, and I also have a precious representative card, which is the highest honor and a heavy responsibility.
The first time I came into contact with the Constitution was when I was in elementary school, and my teacher told us that the Constitution is the fundamental law of the country and the general statute for governing the country and the country.
Later, when I grew up, especially since I was engaged in science and technology, I had a deeper understanding of the status and importance of the Constitution. As the foundation of the country, the Constitution not only establishes the basic norms for China's scientific and technological development and progress, scientific and technological innovation awards, and scientific and technological talent training, but also lists the freedom of scientific research as one of the basic rights of citizens.
Since the reform and opening up, under the guidance of the Constitution, the socialist legal system with Chinese characteristics has been continuously improved, and in the field of science and technology, an institutional environment and policy and legal system that meet the requirements of innovation-driven development have been basically formed, providing a strong guarantee for China to enter the ranks of innovative countries. Based on the Constitution, the special laws with the Law on the Progress of Science and Technology, the Law on the Popularization of Science and Technology, the Law on Promoting the Transformation of Scientific and Technological Achievements, and the Law on the Promotion of Agricultural Technology as the backbone have formed the legal pillar of the current development of science and technology. Ecological environmental protection and the role of Chinese modernization in the establishment of institutional arrangements, jointly maintain the main activities from scientific and technological development to the benefit of science and technology for the benefit of society, promote the close cooperation of various innovative subjects, the orderly flow of innovation elements, and the effective transformation of innovation achievements, so as to provide legal basis and legal protection for scientific and technological reform and innovative development.
People's congress deputies are elected by the people, and people's deputies are the people. For example, the protection of patents, trademarks, trade secrets and other innovative achievements by the law has protected the legitimate rights and interests of scientific and technological innovation personnel, and also promoted the prosperity and development of science and technology, culture and economy.
The Baima Lake Laboratory, where I work, is a high-energy R&D platform in the field of energy and carbon peaking and carbon neutrality in Zhejiang Province, and it is also the only provincial-level laboratory led by state-owned enterprises. In the work of scientific and technological innovation, I truly feel that only by protecting the achievements of scientific and technological innovation and protecting the enthusiasm of scientific research workers can the scientific and technological innovation achievements be transformed from the best on the shelves to the products, equipment and processes on the shelves faster and better. Only by implementing a stricter protection system for scientific and technological innovation, breaking through the institutional barriers and practical blockages of scientific and technological innovation, and creating a scientific and technological cultural atmosphere that has the courage to explore, encourage innovation, and tolerate failure, can the vast number of scientific and technological talents be mobilized to invest in innovation.
In September and October, I was invited to the Zhejiang Provincial Procuratorate to participate in the procuratorial open day twice, and learned about the new responsibilities and new actions of the Zhejiang procuratorate in performing its duties with high quality and efficiency to serve the high-quality development of the local economy and society. I have walked into the "May Fourth Constitution" historical materials exhibition hall many times, and I am very familiar with the contents of the exhibits, among which I remember the most deeply are the constitutional texts of different historical periods, especially the first constitution promulgated in 1954. It provides detailed provisions on the functions and powers of the National People's Congress.
The current constitution further stipulates the duties of deputies to the National People's Congress, and "deputies to the National People's Congress ......."They should assist in the implementation of the Constitution and laws in their own production, work, and social activities......listen to and reflect the opinions and demands of the people, and strive to serve the people". For me, the newly elected deputy to the National People's Congress, this provision is a guide for me to perform my duties, and I want to promote the implementation of the Constitution as a conscious action of all the people.
I have often been thinking about how to better perform my duties as a representative under the guidance of the Constitution. The opportunity came, and on November 23, I had the honor to inaugurate the "People's Congress Liaison Station" of the Wucheng District Procuratorate of Jinhua City, and was invited to participate in the hearing of a case as a hearing officer.
The facts of the case are not complicated. 19-year-old Li stole his girlfriend's property due to emotional disputes. The procuratorate did not simply prosecute or not prosecute, but through the public hearing of the procuratorate, let the judicial case run in the sun, and invited me and two other hearing officers, the parties and their ** lawyers, and the police handling the case to participate.
At the meeting, after the prosecutor in charge of the case listed the facts and evidence in detail, I had a full analysis and discussion with the two hearing officers. We unanimously believe that Li's theft was a temporary intention, and there were circumstances of voluntary surrender and restitution, and the circumstances of the crime were minor, so it is recommended that he be treated relatively without prosecution. Li also showed remorse and apology, and promised to change his past mistakes on the spot.
It was a special experience for me to be involved in the handling of cases. Through face-to-face communication with the parties, I saw the vivid people behind the case, and better understood that procuratorial work is a highly political and professional work.
The establishment of the "people's congress deputies liaison station" shows the determination of the procuratorial organs to accept the supervision of the people's congress deputies, and also provides a focal point for the people's congress deputies to perform their duties.
This is my first year as a delegate. In addition to running a business, I served as the secretary of the party branch for three terms in Dongguan Community, Jindong District, Jinhua City, listening to the voices of the front line and taking the initiative to serve the masses. And this "new identity" has put forward higher requirements for me. Not long ago, I walked into the "May Fourth Constitution" Historical Materials Exhibition Hall, and a "meritorious" marriage certificate issued in January 1956 caught my attention.
Before 1949, China's marriage system had always followed traditional customs, following the orders of parents and the words of matchmakers. On May 1, 1950, the first Marriage Law of the People's Republic of China was promulgated and came into force. Its promulgation changed the traditional marriage system arranged by parents and established a new democratic marriage system of "freedom of marriage, monogamy, equal rights of men and women, and protection of the legitimate interests of women and children". In 1954, the first constitution included "marriage, family, motherhood and children under the protection of the State", which was retained in the constitution promulgated in 1982. This reflects the state's special care for women, and is also a powerful move by the state to protect women's rights and interests by legal means.
When I got married in 1993, the marriage certificate had already changed from a "certificate of merit" to a "red book" supervised by the Ministry of Civil Affairs, which was easy to keep and carry.
Unconsciously, my marriage has gone through 30 years, and I have also spent more than 20 years in Zhende Medical Products Co., Ltd. I have always felt fortunate to have the understanding and support of my family, and to be able to devote myself to the work I love without distractions and without worries. I also learned that there are some women in society who are not cared for, and even suffer from domestic violence and gender discrimination for a long time. I believe that protecting women's rights and interests in accordance with the law is an integral part of a society governed by the rule of law. On the road to a better life, every woman has the opportunity to shine in life and make her dreams come true.
In the workshop I am in charge of, more than half of the employees are women. They are ordinary laborers, but they are also wives and mothers, and it is not easy. With the establishment and operation of the "National People's Congress Deputies Social Affairs and Public Opinion Liaison Office" in the factory, more and more colleagues, especially female compatriots, often come to me to "talk" and talk about worries and worries. In addition to my busy work, I hope to try my best to help them and solve their worries. In the course of performing my duties as a deputy to the National People's Congress, I have also actively made suggestions and suggestions for improving the system for protecting women's rights and interests.
During my research, I learned that the procuratorial organs have been doing a good job in protecting women's rights and interests. Based on the functions and positioning of the procuratorial organs, the Yuecheng District Procuratorate of Shaoxing City, Zhejiang Province, has continuously strengthened the punishment and crackdown on crimes that infringe on women's rights and interests, as well as assistance and assistance to women in difficulty. This year, the court signed the "Implementation Opinions on Further Strengthening the Coordination and Cooperation of Judicial Aid Work for Women in Difficulty" with the District Women's Federation, building mechanisms such as information sharing, clue transfer, joint assistance, and joint return visits, forming a joint force for judicial assistance and multiple assistance work.
In addition, the procurators of the procuratorate also went to the liaison station of the people's congress deputies in Beihai Street, listened to the opinions and suggestions of the deputies, provided legal consulting services to the masses, and collected clues on problems in areas such as the protection of women's rights and interests. Through the two-way connection and transformation mechanism between the deputies' suggestions and the procuratorial suggestions, the Yuecheng District Procuratorate and the people's congress deputies work together to protect women's rights and interests.
The change of the small marriage certificate witnesses the progress of history and demonstrates the seriousness, stability and authority of the Constitution. A marriage certificate is not only the embodiment of the love between men and women, but also the legal evidence of legal marriage. During a training organized by the Standing Committee of the Zhejiang Provincial People's Congress, I walked into the "May Fourth Constitution" Historical Materials Exhibition Hall, and a voter card displayed inside made me feel very cordial. When I was 18 years old, I had my voter card and exercised my right to vote for the first time. I knew that this was a right granted to adult citizens by the Constitution, and since then I have a greater sense of respect for the Constitution.
In September 1970, I was born in a peasant family in Liannan Village, Aojiang Town, Pingyang County, Zhejiang Province. Since he was a child, he followed his parents to do farm work, and when he grew up, he was determined to rely on his hands and knowledge to return to the mountains and feed his hometown. Over the years, I have led the villagers to implement precise policies to make the barren mountains in my hometown green, the bamboo tall, the bamboo shoots grow, and the waist bag bulge.
While leading the villagers to become rich and well-off together, I also have a deeper reflection on the development of China's rural areas. After research, I believe that if we want to change the appearance of poverty and backwardness in rural areas, we must master knowledge and read more books. Therefore, it is necessary to guarantee the right to education granted by the Constitution.
Over the past few years, I have paired with more than 10 dropouts to help them re-enter the classroom and become useful talents in society after graduation. At the same time, I set up literacy classes in my spare time to help the women and sisters in the village get rid of illiteracy and literacy, and also set up improvement classes, mainly teaching agricultural planting techniques and legal knowledge, including the prevention of domestic violence, the protection of minors, etc., and also resolved some neighborhood disputes.
Over the years, I have formed an indissoluble bond with the "law", and I have conscientiously studied legal knowledge and become a silent admirer and staunch guardian of the Constitution. Over the years, I have not only witnessed the rapid development of my hometown, but also witnessed the continuous revision and improvement of the Constitution, and saw a China where the rule of law is constantly improving.
As a deputy to the National People's Congress (NPC) rooted in rural areas, I pay special attention to the protection of minors. The Constitution particularly emphasizes that children are protected by the State, and a series of laws enacted in accordance with the Constitution on the Protection of Minors** have continuously strengthened the protection of minors at different levels. After I was elected as a deputy to the National People's Congress, I made suggestions and suggestions for the protection of minors at the National People's Congress and the National People's Congress every year. The prosecutor told me that they will continue to pay attention to and strengthen the governance of minors' tattoos, combine the rule of law into campus activities, write the harm of tattoos into the classroom, and actively guide minors to stay away from the harm of tattoos. I also learned that at the recent Pingyang County "One Old and One Young" Protection Work Promotion Conference, the relevant person in charge of the court reported on the comprehensive protection of minors, and publicly announced the delivery of relevant social governance procuratorial suggestions involving the protection of minors to the relevant administrative organs.
It is my glorious mission to fulfill the duties entrusted to me by the Constitution to the people's congress deputies by working with the procuratorial organs and others to do a good job in the "sunrise cause" of protecting minors, and to strive to make every child grow up to be a qualified citizen and let them have a glorious voter card.
