China should firmly implement the work guidelines determined by the first economic work conference, adhere to high-quality development, and do a good job in 2024 in accordance with the clear requirements of the first economic work conference.
Zhu Guangyao pointed out that the first challenge and uncertainty facing China in 2024 is the uncertainty of macroeconomic policies, especially financial policies, of major developed countries. The second uncertainty is the uncertainty of the international governance system, and China should be particularly vigilant against some US policies.
In Zhu's view, the third uncertainty is the green transition. He noted that the UNFCCC negotiations in Dubai have reached important agreements to reduce the energy system's dependence on fossil fuels in a just, orderly and equitable manner, accelerate action within a critical timeframe to achieve science-based near-zero emissions by 2050, and decide to triple renewable energy by 2030.
The uncertainty is that there is still a huge gap in compensation and financial support from developed countries to developing countries. Zhu Guangyao pointed out that according to the United Nations Environment Programme, the current annual financing for developing countries to adapt to climate change is 215 billion to 387 billion US dollars, and the gap is 194 billion to 556 billion US dollars, so to achieve the goal set by the Paris Agreement is 2 degrees Celsius higher than the pre-industrial temperature or preferably 1The goal of 5 degrees is indeed very arduous, but the achievements in high-quality development have provided significant favorable conditions for China and the world to achieve climate change goals.
Zhu Guangyao pointed out that 50% of the wind energy equipment provided to the world is produced in China, and 80% of the photovoltaic equipment is produced in China, so our country has the confidence to win.
In addition, Zhu Guangyao also pointed out that the fourth external uncertainty facing China is geopolitics. This will first manifest itself in the US elections in November next year.
