On November 30, the reporter learned from the Civil Affairs Bureau that the two key livelihood tasks of "adding 180 nursing beds" and "completing the home adaptation of 3,012 difficult elderly households" undertaken by the bureau have been successfully completed. This marks that the five key livelihood matters of the whole civil affairs system have been completed ahead of schedule this year.

In the first half of this year, the Civil Affairs Bureau undertook three key livelihood tasks, namely, "raising the standard of urban and rural subsistence allowances", "raising the two subsidy standards for the disabled", and "raising the minimum standard of basic living security for orphans and de facto unsupported children", which were completed ahead of schedule or in exceedance.
At present, the Guyuefeng Nursing Home in Lukou District and the First Nursing Home in Fenglin Town, Liling City, have completed the construction of the project, and 180 new nursing beds have been allocated, all of which have been configured according to the requirements.
In April this year, the city issued the "Implementation Plan for Promoting the Renovation of Elderly Families in Zhuzhou City" to carry out the renovation of housing and furniture facilities for the elderly in 3,012 households with special difficulties in the city. At present, the transformation task has been fully completed.

Overfulfilled. At present, there are 48,821 urban and rural subsistence allowance households and 89,477 people, and 16,724 urban and rural poverty-stricken people. The subsistence allowance standard for all counties, municipalities and cities is 650 yuan per person, which meets the provincial guidance standard. The four urban districts implement the overall planning of urban and rural subsistence allowance standards, and the rural subsistence allowance standard is 7,800 yuan per personThe maximum subsistence allowance standard for rural areas in the five counties is 5,040 yuan per year, and the minimum is 5,004 yuan per person. The average rural subsistence allowance standard in the city is 6,263 yuan per person, which is 1 of the provincial guidance standard25 times.
The two subsidy standards for the disabled are 100 yuan per person per month in the four districts of the city and 80 yuan per person per month in the five counties and urban areas. From January to November, a total of 308768 people were granted living subsidies for disabled persons in the city, with a cumulative amount of 2,55750,000 yuan, the per capita standard is 828 yuan per month;A total of 520736 people have been granted nursing subsidies for severely disabled persons, with a cumulative amount of 4,35720,000 yuan, the per capita standard is 837 yuan month. Both subsidy standards exceed the provincial standards.
There are 92 orphans under the age of 18, 213 orphans scattered in society, and 751 de facto unsupported children in the city. The minimum subsistence guarantee for scattered orphans in the city reached 1,100 yuan per person, and the minimum subsistence guarantee for centralized support for orphans reached 1,950 yuan per person, exceeding the provincial task.
