Mortar is a concrete mixture made from a mixture of cement, additives, and plasticizers. The material is used in the construction industry as well as in the manufacture of precast concrete and reinforced concrete structures.
It is forbidden to put the product into circulation without an authorization document. According to the Administrative Code of the Russian Federation, violations of the established requirements are punishable by fines.
Russian legal basis
The production, import, sale and circulation of such products in the territory of Russia requires the necessary GOST certification procedure in the national GOST R system and the subsequent registration of the GOST Declaration of Conformity of the mortar. The decision on the mandatory inspection of cement and other concrete mixtures was adopted by Decree No. 717 of the Russian Federation, which is an amendment to Decree No. 982 of the Russian Federation.
During the inspection, it is necessary to confirm whether the building materials comply with the current prescribed standards. Therefore, under laboratory conditions, the following indicators are checked by specialists:
Fluidity, density, delamination.
Water retention capacity. The basic characteristics of hardened products - low temperature resistance, compressive strength;
The composition of the main components, the proportion of harmful impurities, chemical additives, etc.
The conclusion of the test results will be recorded in the test report. If, in this documented test report, the actual characteristics of the mortar correspond to the established values, a GOST declaration valid for 1-3 years is issued.
Upon successful completion of the GOST declaration procedure, the voluntary GOST certification of the mortar will be carried out on a voluntary basis.
Expert health conclusions
Previously, sanitary-epidemiological examinations of the building mixture were carried out and the corresponding sanitary conclusions (sanitary certificates) were subsequently obtained. Since 2010, the health certificate has been cancelled. Instead, there is a Certificate of State Registration (SGR), which is a mandatory requirement under Part 2 of CCC Decision 299.
This building material is excluded from this list, so a similar voluntary document can be issued - the official conclusion of health experts (EO) of Rospotrebnadzor.
Manufacturers of construction mixtures need hygienic control. The procedure for obtaining this document includes checking that the material meets sanitary standards: the solution does not contain radioactive substances and other dangerous components that may pose a hazard to the health of consumers. There is no provision for the validity period of the EZ.
Russian Fire Safety Certificate
If the mortar is used for the interior decoration of the building, it must be certified for fire protection in Russia. In addition, controlling the compliance of the mortar with fire safety requirements is also an option for facility arrangements where the potential fire risk increases. The document was also prepared on the basis of test reports.
During the fire test, the following characteristics are evaluated:
The release of toxic substances during combustion.
Flame spread and flammability groups.
oxygen consumption during combustion, etc.
The Russian fire certificate for mass production of mortar is valid for one to five years, and the Russian fire certificate for a single batch of materials is valid for the expiration date.
For products for other uses, voluntary GOST certification or voluntary fire certificates can also be issued in order to attract consumers, increase their confidence in the product, and obtain large orders.
A voluntary GOST certificate is valid for a maximum of 3 years.
