After verification, it turned out that the company was a new recruit who handled the annual examination of vehicle license materials, and confused the concept of annual inspection of vehicle and annual examination of operation certificate, and subjectively believed that the completion of annual inspection of vehicles was equivalent to the completion of the annual examination of vehicle operation certificates, resulting in the expiration of the vehicle operating license.
