1.Tender conditions.
Entrusted by Yanbian Rural Commercial Bank, Yanbian Rural Commercial Bank was invited for the air-conditioning and generator maintenance project of the computer room, and the project funds were self-raised, with a capital contribution ratio of 100%. The project has met the bidding conditions, and the project is now open for bidding in the form of post-qualification review.
2.Project Overview and Scope of Bidding.
2.1. Project Name: Yanbian Rural Commercial Bank Computer Room Air Conditioning and Generator Maintenance Project.
2.2. Scope of bidding: maintenance of precision air conditioning and diesel generators in the computer room. (1 set of Invic 12kw, 1 set of 12kw of Crestec, 4 sets of 40kw of Crestec, 1 set of 300k diesel generators of Shangchai Co., Ltd.).
2.3. Service location: the place designated by Party A.
2.4. Service period: one year from the date of signing the contract.
2.5. Quality standards: in line with the current national maintenance service acceptance standards.
3.Bidder qualification requirements.
3.1. An independent legal person or other organization registered in the territory of the People's Republic of China, and the business license is within the valid business scope, and has the corresponding capabilities in terms of business premises, professional and technical personnel, equipment, etc., necessary for the completion of the project.
3.2. The bidder should have a good business reputation and a sound financial accounting system, and the bidder has been in the past three years (2020, 2021, 2022) financial condition, the financial audit report issued by an accounting firm or audit institution with audit qualifications (when the bidder's establishment date is between 2020 and 2022, the financial audit report issued by the accounting firm or audit institution between the date of establishment and 2022 shall be provided) (a copy is attached to the tender and stamped with the official seal) The company established in 2023 shall provide the original credit certificate issued by the bank where the basic account is opened;
3.3. The bidder has the relevant proof materials for paying taxes and social security funds in accordance with the law, and provides the payment proof materials for any one month in the past six months (newly established enterprises less than six months ago need to provide proof of payment since the date of establishment).
3.4. Within three years before participating in this procurement activity, there is no record of major violations in business activities. Enterprises or individuals who are included in the period of disqualification from bidding and industry bad behavior records are not accepted to participate in the bidding.
3.5. Bidders who have not been included in the list of enterprise credit information and abnormal operations by the administrative organs for industry and commerce in the "National Enterprise Credit Information Publicity System" in the past three years (2020 to the present) shall not be the bidders who are prohibited from participating in ** procurement activities by the financial department in the list of records of serious illegal and untrustworthy behaviors in the procurement of China's **procurement network ** (within the time and geographical scope specified in the penalty decision) (see Treasury [2016] No. 125 document for details);Bidders must check the company's bribery records in the past three years on the China Judgment Network, and provide a screenshot of the inquiry page and affix the official seal as proof that there is no bribery record.
3.6. If the legal representative is two or more legal persons of the same person, the parent company and the wholly-owned subsidiary shall not participate in the project at the same time.
3.7. This tender does not accept consortium bids.
3.8 Subcontracting is not allowed for this project.
3.9. Performance requirements: The bidder has at least one similar maintenance performance in the past three years (2020 to the present) (providing a bid winning notice or contract agreement).
3.10. The project needs to be equipped with at least three service personnel, who must have an electrician certificate or a refrigeration certificate.
4.Acquisition of tender documents.
4.1 From December 27, 2023 to January 3, 2024, from 8:30 a.m. to 11:30 a.m. and from 13:30 p.m. to 4 p.m. daily (Beijing time, the same below, except holidays). Send the registration materials to the mailbox, and send the scanned copies of the following materials when registering:
1) The original copy of the business license of the enterprise;
2) The original power of attorney of the legal person;
3) Proof of identity of the legal representative;
4) ID card and social security payment certificate of the authorized person;
5) National Enterprise Credit Information Publicity System, China's ** Procurement Network, China Judgment Network and other credit screenshots (the above ** screenshot must include the name of the unit, the content of the inquiry and the query time, the query time should be within the registration period) Each bidding unit can only authorize 1 person to handle bidding registration and bidding-related matters, and the whole process shall not be arbitrarily replaced by the authorized person;
6) Staffed post certificates.
4.2. If the bidder's registration information is incomplete, the agency will inform the bidder to supplement and modify within 8 hours after confirming the receipt of the information (the bidder needs to complete the supplement, modification and other content before the registration deadline, and will not be accepted after the deadline). * The institution will send the electronic version of the "bidder registration form" to the mailbox of the bidder who has successfully registered, and the bidder will fill in the electronic version as required, and send the electronic version together with a clear and legible scan (pdf format) stamped with the official seal of the unit to the mailbox of the ** institution, and the paper version of the "bidder registration form" stamped with the official seal of the unit will be mailed to the ** institution before the deadline for bidding.
4.3. The price of the bidding documents is 500 yuan, and the documents are not refundable after sale.
5.Submission of tender documents.
5.1. Deadline for submission of bidding documents: 13:00 on January 19, 2024 (Beijing time). Place of submission of bidding documents: Changchun City.
5.2. Late delivery or failure to deliver the tender documents to the designated place will not be accepted.
