Beginning in September this year, China will issue a new "Certificate of Retirement from Active Service of the Chinese People's Liberation Army" and "Certificate of Retirement from Active Service of the Chinese People's Armed Police Force." At the same time, it will stop issuing certificates for the transfer of officers (police officers), demobilization certificates for officers (police officers), retirement certificates for noncommissioned officers, and certificates for compulsory military discharge. This reform means a major adjustment of the retirement certificate system.
The three concepts of officer transfer, demobilization and discharge have different meanings in the process of military retirement.
Demobilization refers to the retirement of officers and non-commissioned officers of the Chinese People's Liberation Army or the Chinese People's Armed Police Force who have served 12 years or more from active duty and are assigned to state organs, enterprises, institutions, and other units to participate in work or production.
Demobilization refers to the return of a soldier to his place of origin or residence after the end of his or her service, to restore his civilian status, and to enjoy the corresponding rights and benefits in accordance with the law.
Discharge refers to the fact that a soldier leaves the army due to the expiration of his or her term of service, early discharge, or due to illness, returns to his place of origin or residence, and restores his civilian status.
After the issuance of the new "Certificate of Retirement from Active Service of Military Personnel", there will no longer be a distinction between officers and soldiers, and this certificate will be uniformly adopted as proof of military retirement. The purpose of this reform is to simplify the procedures for military retirement, improve the treatment and social status of retired servicemen, and strengthen the construction of the social security system for retired servicemen.
Behind this change is the continuous improvement of the reform of our first team and the security policy for retired soldiers. The new certificate system aims to unify and standardize the placement and management of retired servicemen, improve the social status and treatment of retired servicemen, and better protect their rights and interests.
To sum up, the formulation and issuance of the new "military retirement certificate" marks a major reform of the retirement certificate system and a further strengthening of the protection of the rights and interests of retired soldiers. This change will help strengthen the construction of the social security system for retired servicemen, improve the social status and treatment of retired servicemen, and fully reflect the state's care and respect for retired servicemen.
