Lipstick is a cosmetic product that adds color, texture, and shine to the lips, making them look fuller and more attractive, and sometimes has other functions (such as moisturizing, preventing the lips from weathering). Like other types of cosmetics, the product must undergo mandatory safety testing before it can be imported or started for sale.
Mandatory Lipstick Certification - EAC Declaration of Conformity
Cosmetics are regulated by the Technical Regulations TR CU 009 2011. The regulation states that if the lipstick is designed for ** and does not contain nanomaterials, the business owner must make an EAC declaration of conformity for the lipstick. Conformity assessments are organized according to one of three scenarios:
3D - for the production of cosmetics;
4D—Used to verify compliance with a single **;
6D - Also used for series evaluations, but only for companies certified according to GMP principles.
Before the EAC declaration of conformity can be registered, the evidence must be received - the test report.
Note: If the product EAC Declaration of Conformity is a children's product or contains nano ingredients, it needs to be registered with the SGR State first, and a State Registration Certificate (SGR) will be issued. In Russia, the procedure is carried out by rospotrebnadzor.
EAC declarations are valid for one year (for mass production). It is also possible to issue an EAC Declaration of Conformity for a specific batch of product, which is valid for the shelf life of the goods.
The SGR Transfer Certificate is valid for 5 years.
