Recently, under the influence of various factors at home and abroad, economic development is facing great downward pressure. How to accelerate the pace of transformation of economic development mode and give full play to the leading role of innovation drive is the key to stabilizing growth, promoting people's livelihood and achieving high-quality development.
After the 18th National Congress of the Communist Party of China, Beijing fully implemented the innovation-driven development strategy, actively built a city of innovation and vitality, and steadily moved towards the world's leading international science and technology innovation center in terms of innovation, competitiveness and radiation. Focusing on the positioning of building an international science and technology innovation center, Beijing has launched a series of encouraging and supportive policies and measures to inject vitality into innovation activities and the development of high-tech industries.
For example, in May this year, the Beijing Municipal Bureau of Economy and Information Technology issued the "Several Policies and Measures on Accelerating the Construction of an Information Technology Application Innovation Industry Highland", proposing 10 measures to accelerate the construction of an information technology application innovation industry highland;In July, the "Action Plan for Further Promoting New Breakthroughs in the High-quality Development of the Capital (2023-2025)" issued by the Municipal Party Committee and Municipal Government launched 50 major measures, which specifically proposed to accelerate the improvement of the ability and level of innovation-driven development, and promote new breakthroughs in the construction of the world's major scientific centers and the world's major innovation highlands.
With the help of these policies, Beijing's investment in innovation has increased significantly, and the development of high-tech industries has achieved remarkable results, which has become a powerful driving force for stimulating investment in fixed assets and improving aggregate social demand. At present, two trillion-level industrial clusters of the new generation of information technology and scientific and technological services, as well as five 100-billion-level industrial clusters of medicine and health, intelligent equipment, artificial intelligence, energy conservation and environmental protection, and integrated circuits, are rising in Beijing. The added value of Beijing's high-tech industries accounts for nearly 30% of GDP.
Moreover, in accordance with the planning requirements, Beijing will continue to consolidate and improve the pattern of high-tech industries, forward-looking layout of future industries, and strive to cultivate and form 4 to 5 trillion-level industrial clusters by 2025.
At the same time, the enthusiasm for economic and social innovation has also been effectively stimulated. According to data released by the Beijing Municipal Intellectual Property Office, in the first three quarters of this year, the number of patents granted in Beijing reached 147271. Among them, 80,910 inventions were authorized, a year-on-year increase of 1982%。As of September this year, the number of effective invention patents in the city was 550049, a year-on-year increase of 1894%。The number of invention patents per 10,000 people reached 2518 pieces, a year-on-year increase of 1916%。
As a result, investment in high-tech industries has achieved double-digit growth, which is the result of the combined effect of policy guidance and market forces. Beijing has accelerated the pace of reform, taking further optimizing the business environment as the starting point, continuously improving the quality of enterprise-related services, and providing strong support for the healthy and high-quality development of the private economy and small, medium and micro enterprises.
The private economy is an important force for innovative investment and the development of high-tech industries. In the "2023 Beijing Top 100 Private Enterprises" announced by the Beijing Federation of Industry and Commerce, 63 enterprise entities and their subsidiaries have been identified as high-tech enterprises, accounting for more than 60% of the top 100 enterprises;Nearly three-thirds of the enterprises belong to the top ten "high-tech" industries, more than seventy percent of the key technologies of enterprises have achieved independent research and development, and domestic and foreign invention patents have shown a steady growth trend.
It is worth noting that the innovation activities of MSMEs are becoming more active. According to statistics, in 2022, 33 of all micro, small and medium-sized enterprises in Beijing will carry out technological innovation activities2%, of which 65% of MSMEs have successfully achieved technological innovation.
It is believed that with the rapid development of high-tech industries, the vitality of Beijing as a "city of innovation" will continue to be enhanced, and the status of an international science and technology innovation center will be further consolidated. This not only lays a solid foundation for the steady growth of the capital and promotes people's livelihood, but also gathers strong new momentum for high-quality economic development.
