According to the Ministry of Finance, in order to implement the relevant requirements of the "Opinions on Further Strengthening Financial and Accounting Supervision" issued by the General Office and the General Office, and promote the construction of internal control in public hospitals, the Ministry of Finance and other four departments have formulated the "Guiding Opinions on Further Strengthening the Construction of Internal Control in Public Hospitals".

The "Guiding Opinions" require that asset management be strengthened and all kinds of equipment assets should be allocated in strict accordance with the prescribed proceduresIt is strictly forbidden to borrow money to purchase large-scale medical equipmentStandardize the leasing and disposal of state-owned assets, and implement a regular inventory system. Strict control of foreign investmentto clarify the feasibility assessment and investment benefit analysis of foreign investment.
The Guiding Opinions emphasize the need to strengthen the management of capital construction projectsIt is strictly forbidden for public hospitals to borrow money for construction and over-standard decorationstandardize the whole-process management of capital construction projects. Strengthen the construction and management of multi-hospital areasIt is strictly forbidden to do things without approval and build without approval, and resolutely put an end to disorderly expansion.
