At the turn of autumn and winter, the reporter came to Yuandang, which is located in Qingpu in Shanghai and Wujiang in Jiangsu, as a cross-border lake, due to different administrative attributions, there are problems such as unclear division of responsibilities between Shanghai and Jiangsu in environmental governance, resulting in poor water quality all year round. In this regard, the demonstration area has carried out the joint protection and co-governance action and institutional construction of regional key cross-border water bodies with the comprehensive treatment of Yuandang as a model. Today's Yuandang water is clear and green, and all kinds of flowers and plants decorate the shoreline with colorful colors, attracting many citizens and tourists to come to check in and relax.
The joint protection and co-governance of Yuandang cross-border water bodies is the epitome of institutional innovation in the demonstration area. Since the construction of the Yangtze River Delta Integration Demonstration Zone, Shanghai, Jiangsu, and Zhejiang provinces and one city have deepened the joint river and lake chief system, jointly built an environmental monitoring network, and explored a joint protection mechanism for cross-border drinking water sources, and the proportion of surface water in the demonstration area has increased from 75% to 962%, and the water environment quality of key transboundary water bodies has reached or exceeded the 2025 planning target of the demonstration area ahead of schedule.
In addition to the deepening of regional cooperation, the exploration of new technologies for ecological governance is also underway. The Yangtze River Delta Institute of Sustainable Development, led by Tongji University, has completed its expansion, and after it was put into operation in 2021, a number of green and low-carbon scientific research achievements have been completed here, such as near-zero carbon buildings, ultra-low energy buildings, and zero-carbon speedboats.

Since the construction of the Yangtze River Delta Integration Demonstration Zone, it has adhered to the construction of "system + project", accelerated industrial transformation and upgrading, and released new vitality for industrial development by using different resource endowments and forming complementary advantages.
On December 9, a new batch of 8 major cooperation and key industrial projects were signed and landed in the demonstration zone, including innovation source function cooperation, green finance inclusive financial cooperation, green and low-carbon transformation and development, etc., and the Yangtze River Delta Integration Demonstration Zone is increasingly favored by innovative enterprises. In recent years, the demonstration zone has adhered to institutional innovation and project construction, and has taken major projects as the traction to further create an innovation ecology and inject new impetus into high-quality development. In the past few years of development in the demonstration zone, Zhejiang, an e-paper company, has become the world's largest e-paper module manufacturer, with 80% of the company's revenue coming from overseas.
At the same time, the demonstration zone also promotes key projects in innovative industries, cultivates strategic emerging industries and future industries, and accelerates the formation of new quality productivity. Located in Wujiang, Jiangsu Province, the national hub node of the national integrated computing network - the data center cluster of the Yangtze River Delta Integration Demonstration Zone is seizing the construction period, and plans to start opening part of the computing power building in May next year. As an important component of the national Eastern Data and Western Computing Project, the project will accelerate the digital industrialization process of the demonstration area and comprehensively improve the regional computing power level after completion.
At present, there are 53 key projects of innovative industries in the demonstration zone. From 2019 to 2022, the GDP of the two districts and one county in the demonstration zone grew at an average annual rate of 65%；The average annual growth rate of the total output value of industrial enterprises above designated size was 91%；The number of listed companies increased from 44 to 75, and the number of national high-tech enterprises increased from 1,560 to 2,924.
Establish a list of public services to safeguard and improve people's livelihood.
The ultimate goal of integrated development is to protect and improve people's livelihood and let the people share the fruits of high-quality development. Over the past four years, the Yangtze River Delta Integration Demonstration Zone has focused on the needs of the people, created a cross-domain and non-sensory public service experience, and enhanced the people's sense of gain and happiness.
At present, projects such as the Shanghai-Suzhou-Jiazhou Intercity Railway and the Shanghai-Suzhou-Lake Railway connecting the Yangtze River Delta region are being stepped up. After the completion of the project, the problems of insufficient connectivity of the regional internal road network, coordinated transportation management and low level of green development will be substantially improved.
The Yangtze River Delta Integration Demonstration Zone has opened up the government service receiving platform for two districts and one county through the establishment of a list of co-construction and shared public service projects, and further facilitated the cross-regional operation of enterprisesAt the same time, 29 key public service projects were promoted, which promoted the cross-domain and non-perceptual handling experience of people's livelihood service matters in the demonstration area.
In addition, the demonstration zone has also explored the establishment of a cross-regional medical consortium to realize the interconnection of diagnosis and treatment information and medical insurance interoperability of residents in the three places in multiple medical specialties, and support the non-local settlement of medical insurance in the three places.
This year, the demonstration area has also established a direct settlement mechanism for the purchase of drugs in designated pharmacies, benefiting about 2.5 million insured peopleThe "one**" with the social security card as the carrier has covered 2.83 million residents, realizing the "same city treatment" of transportation, tourism and cultural experience for residents in the demonstration area.
