In recent years, with the economic and social development, the original single building workstation service model in Shijingshan District has gradually exposed many problems such as insufficient construction of party building positions, insufficient integration of resources, unclear governance rights and responsibilities, and insufficient service of building enterprises in the in-depth implementation of party building to lead building governance and help building economic growth. Since the second half of last year, the Shijingshan District Party Committee has adhered to the problem-oriented, led by the Organization Department of the District Committee, and carried out a survey and research on the front line of the building for more than 4 months, fully drawing on the successful experience and operation mode of community governance, and treating the building as a "standing community", and scientifically dividing the 278 buildings in the district according to the building property rights and building regions, and implementing the new building governance model of the "troika" of building party organizations, building committees and building workstations, and focusing on building strong building party organizations. Rationalize the rights and responsibilities of building governance and enhance the ability to serve buildings. The building party organization is the core of the building party building and building work leadership, the building committee builds a discussion and consultation platform to coordinate and solve building governance problems, and the building workstation provides comprehensive building services, and the "troika" personnel integration, functional complementarity, and integrated office work to break through the building party building, building governance, and building service barriers, forming a high-level overall planning of the Shijingshan District Committee, the organization department takes the lead in grasping the general, the streets and parks implement the territorial management responsibilities, and the relevant functional departments fully cooperate with the building party building + building governance +The party building service leads the new pattern of urban grassroots governance.

For key buildings with complex conditions and difficult governance, the comrades in charge of the relevant work of the Party Working Committee of the local street and the Party Working Committee of the park shall serve as the secretary of the Party organization. The party organization of the building coordinates the work of the party building of the building, strengthens the political guidance of the party organization of the building enterprise and all kinds of people in the building, and organizes the study and decision of important issues in the party building of the building and the major issues in the building governance, which is the leading core of the party building and governance of the building. Up to now, 73 party organizations have been set up in the building, realizing the full coverage of the party organizations of the two new organizations in the building.

Combined with the "two coverage" concentrated action of the two new organizations in the region, the party organization of building enterprises has been strengthened, and 155 party organizations of the two new organizations have been guided, the foundation of building party building has been effectively consolidated, and the political and organizational functions of building party organizations have been significantly enhanced. Under the leadership of the building party organization, build a building governance platform with multiple subjects participating, discussing together, resolving conflicts and solving problems. Docking with the relevant functional departments in the district, exploring and mobilizing all kinds of needs and resources of building enterprises, and forming "three lists" of needs, resources and projects after integration, laying the foundation for building governance, and jointly implementing specific work of building governance with building workstation personnel. Up to now, 84 building committees have been formed, which have played an important role in the management of 278 buildings in the district.
In the work practice, we pay attention to the role of the members of the building committee, actively integrate the multiple forces of building enterprises, property rights, property rights units and departments to actively participate in building governance, and transform passive governance to active governance. Implement the working mechanism of joint consultation, joint solution of problems, and resource sharing, adopt "one thing and one discussion on the first floor", set up building forums and WeChat groups for "micro-discussion" and "micro-consultation", and strive to promote "handling before litigation". Implement the working mechanism of "building whistle blowing and department reporting", and convene meetings and coordination meetings at any time to respond to demands in a timely manner. By coordinating and solving the problems of building property service quality, coordinating the development of shared meeting rooms by building enterprises, and coordinating parking spaces with the community, it plays a key role in building governance by playing a role as a bridge in subtle people's livelihood and solving urgent problems for building enterprises and practitioners. Since the establishment and operation of the building committee, the buildings in the district have sorted out and formed a list of 757 needs, integrated a list of 407 resources, organized more than 540 "whistle-blowing reports" and deliberation and coordination meetings, absorbed and resolved 1,146 "handling before litigation" appeals, and the average monthly number of "handling complaints immediately after receiving complaints" decreased from 221 to 103, a decrease of nearly 53%.

On the basis of the layout of the original workstation, the central workstation will be built in key business districts and building concentration areas, and ordinary workstations will be built in other buildings, with 5 full-time social workers at the central workstation and 3 full-time social workers at the ordinary workstation. The building workstation works under the leadership of the building party organization, regularly visits the building enterprises, dynamically grasps the building situation, building enterprise information, and finds out the base number of employeesOrganize and carry out various special service activities, specifically deal with the problem of "handling complaints immediately after receiving complaints", and cooperate with the building committee to do a good job in comprehensive building governance affairs. Through optimization and adjustment, 34 central stations + 30 ordinary stations have been built, equipped with 260 full-time social workers in buildings, and Shijingshan District has provided special funds to ensure operation.
Since the optimization of the operation mode of the building workstation, we have focused on finding ways and solutions to do a good job in the service form of building enterprises, enrich the service content and solve the problems of urgency, difficulty and expectation. When building enterprises carry out business negotiations, business roadshows and other activities, coordinate the provision of venue guarantee and technical support;Cooperate with market supervision, human resources and social security, taxation, finance, housing and construction, investment promotion and other departments to organize and carry out "policy gatherings", special recruitment and other activities to help solve problems such as enterprise financing and employmentThe introduction of talents and preferential policies for enterprises will be sent upstairs, and the optimization of the business environment will provide convenience for enterprises, and door-to-door inquiries will be carried out to form a benign interaction with building enterprises. Continuously strengthen the construction of building workstations, enrich the content carrier, integrate the work content of society, trade unions, league building, women's federations, first-class law, finance, etc., provide all-round services to building enterprises, and realize the seamless connection between building governance and building services. Up to now, each building workstation has organized more than 1,500 activities such as policy lectures, legal consultations, and job fairs, with an audience of more than 40,000 peopleThe building economy grew benignly, and the total tax revenue of the building in the third quarter was about 205600 million yuan, a year-on-year increase of about 81%, achieving a district-level tax revenue of about 51500 million yuan, a year-on-year increase of about 115%。The development momentum of building enterprises is good, with 1 new listed company, 4 first-class listed enterprises, 8 enterprises rated as small giant enterprises, 74 enterprises rated as "specialized, special and new" small and medium-sized enterprises in Beijing, and 359 enterprises applied for national high-tech enterprises.
